天津市快速公交发展模式研究

【摘要】:城市的快速发展引起城市交通问题日益凸显,发展公共交通作为缓解交通拥堵的重要公共政策正在各城市加速研究实施。快速公交系统作为公交系统的组成部分,已经在全世界38个城市和地区承担了公交运输任务。在上述城市和地区,,快速公交的运营已经取得了一定的成功,如波哥大和广州快速公交高峰小时单向客运量已经超过了2万人次,成为了城市交通系统的重要组成部分。随着城市机动化进程的加速,在天津目前交通拥堵不断恶化、常规公交服务水平相对较低、轨道交通短期尚不能大范围发挥作用的情况下,天津市是否发展快速公交及如何发展,这些问题成为了天津市公交发展出路的重要问题。 本文深入把握快速公交系统内涵和要素,借鉴国内外快速公交的发展经验和研究经验,结合已运营快速公交的城市具体发展环境,对不同快速公交系统定位进行SWOT分析,提出作为整个城市公交主体或与轨道交通相互作用等不同定位的适用性。在此基础上,借鉴战略管理理论、系统管理理论以及管理经济学的原理和知识,总结城市公共客运交通结构演化规律,剖析适宜发展快速公交发展的城市特征。结合天津交通发展的外部环境,提出天津市交通发展战略及公交发展战略,确定战略目标。从客流需求、路网条件和经济性三方面分析,对天津快速公交系统进行定位。 在明确了天津市快速公交发展定位的基础上,对天津市快速公交走廊进行研究。以城市土地利用布局和城市客流需求为出发点,综合考虑轨道网络衔接和城市道路网络资源,提出天津市快速公交网络布局规划。对比分析封闭式、开放式、混合式三类快速公交走廊模式的特点,结合天津发展实际情况从城市形态与交通需求吻合度、成本特征、技术特性、社会效益四个方面明确天津市快速公交走廊模式。 通过本文相关研究,希望可以对快速公交系统发展定位和走廊模式选择问题进行有益探索,为相关问题的解决提供些许经验,也为天津美丽城市建设贡献绵薄之力。
[Abstract]:The rapid development of the city causes the urban traffic problems to become increasingly prominent. The development of public transport as an important public policy to alleviate traffic congestion is being studied and implemented at an accelerated pace in various cities. Bus rapid transit system is an integral part of the public transport system. It has already undertaken public transport tasks in 38 cities and regions around the world. In these cities and regions, the operation of bus rapid transit has been successful to a certain extent. For example, in Bogota and Guangzhou, the peak hour one-way passenger traffic volume has exceeded 20,000 passengers, which has become an important part of the urban transportation system. With the acceleration of the urban motorization process, traffic congestion in Tianjin is worsening at present. Under the condition that the service level of conventional public transport is relatively low and rail transit can not play a large role in the short term, whether and how to develop rapid transit in Tianjin has become an important issue for the development of Tianjin public transportation. This article deeply grasps the intension and the essential factor of the BRT system, draws lessons from the development experience and the research experience of the BRT system at home and abroad, and combines the specific development environment of the city that has operated the BRT system, carries on the SWOT analysis to the different BRT system localization. This paper puts forward the applicability of different positioning as the main body of urban public transportation or the interaction with rail transit. On this basis, the author draws lessons from the theory of strategic management, the theory of system management, and the principle and knowledge of management economics. This paper summarizes the evolution law of urban public passenger transport structure, analyzes the urban characteristics suitable for rapid transit development, and puts forward Tianjin's traffic development strategy and bus development strategy in combination with the external environment of Tianjin's traffic development. The strategic objective is determined. The location of Tianjin bus Rapid Transit system (BRT) is analyzed from three aspects: passenger flow demand, road network condition and economy. On the basis of defining the development orientation of bus rapid transit in Tianjin, this paper studies the bus rapid transit corridor in Tianjin. Taking the layout of urban land use and the demand of urban passenger flow as the starting point, the rail network connection and the urban road network resources are comprehensively considered. This paper puts forward the layout planning of bus rapid transit network in Tianjin, compares and analyzes the characteristics of three types of bus rapid transit corridor modes: closed, open and mixed bus rapid transit corridor, and combines the actual development situation of Tianjin with the characteristics of city shape and traffic demand, cost characteristics. Technical characteristics and social benefits of the four aspects of the rapid transit corridor model in Tianjin. Through the relevant research in this paper, it is hoped that the development orientation of bus rapid transit system and the choice of corridor mode can be usefully explored, which can provide some experience for solving the related problems, and also contribute a little contribution to the construction of Tianjin's beautiful city.
