价值工程在厦门某隧道工程设计中的研究与应用

【摘要】:目前我国的经济发展迅速,城镇化速度明显加快,大量的工程项目正在建设中。而工程项目的建设是一个复杂的过程,其投资额大、参与人员多、工期紧张、涉及因素复杂,需要进行科学有效计划和统筹,才能在有限成本的前提下保质保量的完成项目任务。按照常规,工程建设项目建设可以划分为项目定义与决策阶段、项目计划和设计阶段、项目实施与控制阶段、项目完工与交付阶段、项目运营维护阶段等五个阶段。从工程实践和工程造价数据综合比较分析表明,无论是大型工民建项目还是市政道桥建设项目,一旦投资决策作出以后,设计阶段影响成本的比例占整个项目造价的75%以上。显然,当项目投资决策确定以后,设计阶段将是成本控制的关键环节与过程。 价值工程作为一种经济与技术相结合的现代管理技术,对于节约项目成本、提高功能、实现项目功能与成本的最佳组合发挥着重要的作用,尤其应用在工程项目设计阶段。价值工程以功能分析为导向,在多个相关领域开展协作,运用一定的方法寻求研究对象功能与成本的最佳组合,提高产品价值,从而获得更高的经济效益和社会效益。应用价值工程的目的是提高价值,关键在于对功能与成本进行系统分析,充分发挥创造性思维提出创新方案。应用价值工程研究功能以及功能与成本之间的逻辑关系,找出关键环节和需要完善与改进的地方,运用创新思维,调整优化设计方案,提高功能,降低成本,,最终达到提高项目价值的目的。 设计阶段是影响工程项目投资的重要阶段。本文介绍了工程项目设计阶段成本控制理论,并对价值工程的概念做了简单介绍,分析了价值工程在项目设计阶段的运用,并结合具体工程实践,以价值工程在厦门某隧道建设项目设计阶段的应用为案例,对其设计方案进行科学评价,得出评价结果后,再次利用价值工程原理结合ELECTRE III方法对方案结果进一步评价选择。本文对如何运用价值工程对设计方案优选以达到主动控制工程造价的目的进行了探讨。希望通过本文案例中运用价值工程的改善实践,能为类似市政隧道建设项目提供有益的借鉴,并为其他工程建设项目成本控制提供一些宝贵经验。
[Abstract]:At present, the economy of our country is developing rapidly, the speed of urbanization is quickening obviously, a large number of engineering projects are under construction, and the construction of engineering projects is a complicated process. It is necessary to carry out scientific and effective planning and overall planning in order to complete the project tasks under the premise of limited cost, quality and quantity. According to the convention, the construction of engineering projects can be divided into the stages of project definition and decision, project planning and design. Project implementation and control stage, project completion and delivery stage, project operation and maintenance stage, etc. From the comprehensive comparison and analysis of engineering practice and project cost data, it is shown that whether large-scale civil engineering projects or municipal road and bridge construction projects, Once the investment decision is made, the proportion of the design stage that affects the cost of the project is more than 75%. Obviously, when the project investment decision is made, the design stage will be the key link and process of cost control. Value engineering, as a modern management technology combining economy and technology, plays an important role in saving project cost, improving function and realizing the best combination of project function and cost. Especially in the stage of engineering project design, value engineering is guided by function analysis, cooperating in many related fields, using certain methods to seek the best combination of function and cost of research object, and to improve product value. In order to achieve higher economic and social benefits, the purpose of applying value engineering is to improve value, and the key lies in the systematic analysis of function and cost. Bring creative thinking into full play, put forward innovative scheme, apply the research function of value engineering and the logical relation between function and cost, find out the key link and the place that need to be perfected and improve, apply innovative thinking, adjust the optimized design scheme, Improve the function, reduce the cost, and finally achieve the purpose of improving the value of the project. The design stage is an important stage that affects the investment of engineering project. This paper introduces the theory of cost control in the design stage of engineering project, introduces the concept of value engineering, and analyzes the application of value engineering in the stage of project design. Combined with concrete engineering practice, taking the application of value engineering in the design stage of a tunnel construction project in Xiamen as a case, the design scheme is scientifically evaluated, and the evaluation results are obtained. Again, the value engineering principle and ELECTRE III method are used to further evaluate and select the scheme results. This paper discusses how to use value engineering to optimize the design scheme in order to achieve the purpose of actively controlling the project cost. In this paper, the application of value engineering to improve the practice, It can provide useful reference for similar municipal tunnel construction project, and provide some valuable experience for other construction project cost control.
