西安市低碳交通发展思路及实施路径

【摘要】:西安作为我国继北京、上海后第三个被国家评定为国际化的大都市,,其城市交通发展模式须在满足居民出行需求的条件下,以低耗能、高效率的可持续发展模式为建设基础。本文以低碳交通为切入点,分析了当下我国城市交通建设走低碳化道路的必然性、迫切性。通过对国内外城市低碳交通的模式进行全面分析,从而对西安市城市交通的未来发展提供建设性参考路径。 本文在对城市各交通方式的技术、经济特性以及能耗、排放特征进行研究和对比的基础上,对西安市客运交通的能耗结构以及能源消耗情况进行了介绍和分析,对比了不同交通出行方式的能耗情况。利用IPCC的碳排放计算方法对西安市不同交通出行方式的碳排量进行了计算,分别对西安市基准情景及采取一定管控措施情况下的二氧化碳排放量进行了预测。指出制约西安市客运交通低碳发展的因素:西安城市发展水平、机动化发展水平、政府行为。 本文提出了西安城市交通建设白皮书,提出了缓堵保畅的建设目标,以及通过城市低碳交通规划建设意见和城市低碳交通的保障措施两大方面对交通建设路径进行选择。具体的措施为:城市低碳交通规划建设意见包括科学合理的城市布局、公共交通的优化建设、慢行交通的合理发展、科学的交通管理;城市低碳交通的保障措施包括政府政策保障、舆论媒体的监督保障。
[Abstract]:Xi'an, as the third cosmopolitan city in China after Beijing and Shanghai, has been assessed as an international metropolis by the state. Its urban transportation development mode must be low energy consumption under the conditions of satisfying the travel needs of residents. The paper analyzes the inevitability of low carbonization road of urban traffic construction in our country, which is based on the construction of high efficiency sustainable development mode. Through the comprehensive analysis of the modes of low-carbon transportation at home and abroad, this paper provides a constructive reference for the future development of Xi'an city traffic. Based on the study and comparison of the technology, economic characteristics, energy consumption and emission characteristics of various traffic modes, this paper introduces and analyzes the energy consumption structure and energy consumption of passenger transport in Xi'an. The energy consumption of different travel modes is compared. The carbon emission of different travel modes in Xi'an is calculated by using IPCC's carbon emission calculation method. The paper forecasts the benchmark scenario of Xi'an city and the carbon dioxide emissions under certain control measures, and points out the factors restricting the low-carbon development of passenger traffic in Xi'an: Xi'an city development level, motorized development level, and government behavior. In this paper, the white paper of Xi'an urban traffic construction is put forward, and the construction goal of slow blocking and keeping smooth is put forward. And through the urban low-carbon transportation planning construction opinion and the city low-carbon transportation safeguard measure two aspects carries on the choice to the transportation construction path. The concrete measure is: the city low carbon transportation plan construction opinion includes the scientific and reasonable city layout, The optimal construction of public transportation, the reasonable development of slow transit, the scientific traffic management, and the safeguard measures of urban low-carbon transportation include government policy guarantee, media supervision and guarantee.
