公路工程总承包项目选择评价体系

【摘要】：为了便于总承包商对公路工程总承包项目做出合理的选择评价,从项目条件、总承包单位、建设单位、外部环境、项目后续影响以及项目创新6个方面构建了公路工程总承包项目选择评价的三级指标体系,并建立评价指标的递阶层次模型。结合多目标决策原理将主观赋权和客观赋权按照一定的原则组合,利用Kendall一致性检验提出了灰色关联度理论组合赋权的多目标决策优化改进模型,对总承包项目的目标项目进行选择评价,最终通过评语集,选择投标项目,实现总承包单位投标决策的优化。最后,对总承包项目评价体系进行了实例分析。研究结果表明:所构建的项目选择评价体系契合公路工程总承包的特点,能有效地从总承包商的角度对总承包项目进行项目选择评价;该选择评价体系不仅可以模拟单个总承包项目的投标决策,同样适用于多个公路工程总承包项目的选择评价。
[Abstract]:In order to facilitate the general contractor to make a reasonable selection and evaluation of the highway engineering general contracting project, from the project conditions, the general contractor unit, the construction unit, the external environment,This paper constructs a three-level index system for the selection and evaluation of highway engineering general contracting project from six aspects of project follow-up impact and project innovation, and establishes the hierarchical sub-model of evaluation index.Combined with the principle of multi-objective decision making, the subjective and objective weights are combined according to certain principles, and an improved optimization model of multi-objective decision making based on the combination weight of grey relational degree theory is put forward by using Kendall consistency test.The selection and evaluation of the target project of the general contracting project is carried out, and finally, through the evaluation set, the bidding project is selected to realize the optimization of the bidding decision of the general contracting unit.Finally, the evaluation system of general contracting project is analyzed.The research results show that the project selection and evaluation system is suitable for the characteristics of highway engineering general contracting, and can effectively evaluate the general contracting project from the general contractor's point of view.The selection and evaluation system can not only simulate the bidding decision of a single general contracting project, but also be applied to the selection and evaluation of several highway general contracting projects.
