潍日高速公路项目风险评估与控制研究

【摘要】:发达的现代交通网络对于整个社会生产、流通和消费各环节的正常运转和协调发展发挥着重要的保障作用,同时,良好的交通运输也可以保证国民经济的快速、持续、健康发展,从而进一步保证人民生活水平的不断提高。随着打造山东半岛蓝色经济区,,坚持海陆统筹重点带动,开创“一区三带”的战略格局的形成,山东省的高速公路项目建设将呈现出迅速增长的趋势。在此背景下,山东省委政府提出了潍日高速公路建设项目,该项目建成通车后,将从根本上改变山东潍坊至日照地域,也就是山东半岛的突出入海部分南北无直线高速贯通的现状,对于改善目前以国道为主的困难交通将极为有利,从而将大大提升半岛南北经济流通。由于高速公路工程项目具有投资大、建设时间长等特点,在建设过程中会遇到很多的不可预见因素,使得项目建设过程中各参与方可能面临很多风险,如果对此不加以预防,将会给各参与方带来严重的后果。因此,对该项目进行风险评估及控制研究以提前发现风险、发出预警信号是非常必要的。 为此,本文结合项目风险管理的基本内容,以山东省在建的潍日高速公路项目为例,从项目风险识别、项目风险评估及项目风险控制等方面对本项目风险管理的全过程进行了全面、深入的研究。首先,分析项目风险管理的发展过程和现状,对项目风险识别和评估进行了理论综述,以为本文研究奠定理论基础;然后,在此基础上,密切结合潍日高速公路项目的实际情况,对本项目进行了全面的风险识别及评估分析;最后,针对该项目面临的各种风险因素,提出了风险回避、风险控制、风险自留和风险转移等应对措施,以为切实加强本项目的风险管理提供依据。 本文研究是在坚实的理论基础上展开的,同时在研究过程中始终坚持了项目风险管理相关理论与潍日高速公路项目实际的密切结合,因此,本文研究不仅有利于进一步提升项目风险管理理论在高速公路建设项目管理中的实践性和可操作性,同时,也能够为今后对高速公路项目风险管理的类似研究提供一定的借鉴。
[Abstract]:The developed modern transportation network plays an important role in ensuring the normal operation and coordinated development of the production, circulation and consumption of the whole society. At the same time, good transportation can also ensure the rapid and sustainable development of the national economy. Healthy development, thus further ensuring that the people's living standards continue to improve. With the formation of the blue economic zone of Shandong Peninsula, the strategic pattern of "one area and three belts", the highway project construction in Shandong Province will show a trend of rapid growth. In this context, the Shandong Provincial Party Committee and Government proposed the Wei-ri Expressway Construction Project, which will fundamentally change the Shandong Weifang to Rizhao area when the project is completed and opened to traffic. That is, the current situation of the prominent part of the Shandong Peninsula entering the sea without a straight line through the high speed will be extremely advantageous for improving the current difficult traffic of the national highway, thus greatly enhancing the economic circulation between the peninsula and the north and south. Because the expressway project has the characteristics of large investment and long construction time, many unforeseen factors will be encountered in the construction process, which makes the participants in the construction process likely to face a lot of risks, if this is not prevented, There will be serious consequences for all participants. Therefore, it is necessary to study the risk assessment and control of the project in order to detect the risks in advance and send out early warning signals. Therefore, this paper combines the basic contents of project risk management, taking the Wei-ri expressway project under construction in Shandong Province as an example, from the project risk identification, The whole process of the project risk management is studied thoroughly in the aspects of project risk assessment and project risk control. First of all, it analyzes the development process and current situation of project risk management, summarizes the theory of project risk identification and evaluation, and lays a theoretical foundation for this study. Combined closely with the actual situation of Wei-ri expressway project, this paper makes a comprehensive risk identification and evaluation analysis of the project. Finally, aiming at the various risk factors faced by the project, the paper puts forward the risk avoidance and risk control. Risk retention and risk transfer provide basis for strengthening the risk management of the project. The research in this paper is carried out on the basis of solid theory, and in the course of the research, it has always adhered to the close combination of the relevant theories of project risk management and the practice of Wei-ri expressway project, therefore, The research in this paper is not only helpful to further improve the practicability and operability of the theory of project risk management in expressway construction project management, but also can provide some reference for similar research on expressway project risk management in the future.
