杭金衢高速公路新岭路段拥堵治理研究

【摘要】：进入21世纪,高速公路交通拥堵已严重影响了社会经济发展和人民的出行需求。杭金衢高速公路是连接长三角与中西部国家主干高速公路,自2002年12月28日开通以来,车流量快速增长。尤其是2010年7月22日,随着诸永高速全线开通,新岭路段交通流量剧增,由于新岭隧道的影响,逐渐成为杭金衢高速公路的交通瓶颈和社会关注的焦点问题。本文正是基于以上背景提出的,通过对新岭路段拥堵问题的成因分析,提出相应对策,以期提高道路通行能力,降低事故率,治理新岭路段的拥堵问题。本文综合运用交通管理的理论与方法对杭金衢高速新岭路段交通拥堵问题进行研究和探讨,提出新岭路段拥堵治理的策略、措施。论文首先提出研究背景及意义,涉及国内外研究现状和研究思路及方法和研究内容,然后介绍杭金衢新岭路段拥堵治理的背景及意义,运用SWOT分析方法对新岭路段治理策略选择进行分析,提出拥堵治理策略。,分析新岭路段拥堵产生的原因,主要从通行能力、道路交通事故影响、道路结构状况等方面进行分析,提出新岭路段拥堵治理的措施,包括：提升道路基础设施,提高通行能力；加强联勤联动,减少道路交通事故；加大科技投入,提高安全行车能力；开展智能交通建设,建设智慧高速；实行司乘人员宣传引导,降低路网需求等措施,治理新岭路段的道路拥堵。这些研究拥堵治理的措施方法,对于其他高速公路路段拥堵治理具有一定的借鉴意义。
[Abstract]:In the 21st century, highway traffic congestion has seriously affected the social and economic development and people's travel needs. Hangzhou Jinqu Expressway is a trunk highway connecting Yangtze River Delta and central and western countries. Since it was opened on December 28, 2002, the traffic volume has increased rapidly. Especially on July 22, 2010, with the opening of Zhuyong Expressway, the traffic flow of Xinling section increased dramatically. Due to the influence of Xinling Tunnel, it has gradually become the traffic bottleneck and the focus of social concern of Hangjin-qu Expressway. Based on the above background, this paper puts forward some countermeasures to improve the traffic capacity, reduce the accident rate and control the congestion of Xinling road by analyzing the causes of the congestion in Xinling road. Based on the theory and method of traffic management, this paper studies and discusses the traffic congestion of Xinling section of Hangjinqu expressway, and puts forward the strategies and measures of traffic congestion control in Xinling highway. Firstly, the paper puts forward the background and significance of the research, including the current research situation, research ideas, methods and research contents at home and abroad, and then introduces the background and significance of traffic congestion control in Xinling section of Hangjinqu. This paper analyzes the selection of governance strategy for Xinling road by using SWOT analysis method, puts forward the strategy of congestion control, and analyzes the causes of congestion in Xinling road, mainly from the aspects of capacity, impact of road traffic accidents, and the condition of road structure, etc. Put forward the measures of traffic congestion management in Xinling, including: improving the road infrastructure, improving the capacity of traffic, strengthening the linkage of joint service, reducing road traffic accidents, increasing the investment of science and technology, improving the safe driving capacity, developing intelligent traffic construction, In order to control the congestion of Xinling road, we should carry out the propaganda and guidance of the staff, reduce the demand of the road network and so on. These research methods of congestion control have some reference significance for other highway sections.
