美国公路基础设施融资危机、变革趋势及启示

【摘要】:深入分析美国公路融资机制的变革趋势对于完善我国公路融资体制具有很强的借鉴意义。利用文献调查法和比较分析法,系统分析了美国公路融资危机的产生原因,探究了美国公路融资机制的变革趋势,在此基础上提出完善我国公路融资体制的若干建议。研究结果表明:由于通货膨胀的影响、车辆燃油效率的提高、建设和养护成本的增加、融资收入的分流等诸多因素的影响,以燃油税为核心的融资机制再也无力支撑美国日益庞大的公路建设资金需求,导致其出现了较为严重的公路融资危机,同时也促使公路融资机制出现了新趋势,尤其是"收费融资"趋势的上升。借鉴美国经验,我国现阶段应该坚持公路收费制度并不断加以完善;优化融资结构,降低融资风险;完善收费公路特许经营,逐步推广PPP模式;建立完善的收费公路行业规制体制等。
[Abstract]:It is of great significance to analyze the reform trend of American highway financing mechanism for perfecting the highway financing system in our country. By using the method of literature investigation and comparative analysis, this paper systematically analyzes the causes of the highway financing crisis in the United States, probes into the reform trend of the highway financing mechanism in the United States, and puts forward some suggestions on how to perfect the highway financing system in China. The results show that, because of the influence of inflation, the improvement of vehicle fuel efficiency, the increase of construction and maintenance cost, the diversion of financing income, and so on, The financing mechanism with fuel tax as the core is no longer able to support the increasing demand for highway construction funds in the United States, which has led to a serious road financing crisis and a new trend in the highway financing mechanism. In particular, the trend of "charge financing" is on the rise. Drawing lessons from the American experience, our country should adhere to the highway toll system and constantly improve it at the present stage; optimize the financing structure, reduce the financing risk, perfect the toll road franchise, and gradually popularize the PPP model. Establish a sound toll road industry regulation system.
