【摘要】：质量是工程项目的生命线,不但受到客户的重视,而且也受到国家的监管。国家对任何一种工程项目都有严格的质量标准,不合格的项目不能交付使用,所以质量管理在工程项目中显得尤为重要。从我国目前工程项目整体管理水平来看,大多数工程项目管理还停留在密集劳动力阶段,管理技术低,管理观念跟不上,大多数工程企业在质量控制方面相对滞后。当前质量控制已经进入了全面质量管理阶段,在这个阶段如何强化质量控制已经成为工程项目面临的一个重大课题。在这样的背景下,本文将以项目工程相关理论为指导,以德州市三河六岸运河滨河路为研究对象,采用文献分析法、理论联系实际分析法、案例分析法对德州市三河六岸展开研究。德州市三河六岸运河滨河路作为市政道路项目,与普通工程项目相比,具有施工复杂程度更高、存在的不确定因素多、利益主体多、政治性强、设定的质量目标高等特点,为此本文对市政道路项目的质量控制进行研究具有重要的意义。本文首先论述了项目质量控制的相关理论中发现市政道路具有一定的特殊性,在质量管理中有独特的控制要点,尤其需严格按照国家标准来执行；进而通过对德州市三河六岸滨河路建设项目进行基本介绍,确定了滨河路项目对拓宽德州城市发展空间、打通城市交通命脉、增强投资者的信心具有重要意义,该项目得到了政府的重视,具有良好的政策环境,然而工期较短,质量要求高,质量控制面临一定的挑战。在对项目全面了解的基础之上,着手分析德州市三河六岸之运河滨河路建设项目质量管理计划,初步确定作为市政道路,滨河路质量指标应严格按照《市政道路工程质量检验评定标准》来执行,并进一步分析建设项目质量保证,从中提出质量计划输入关键在于提出质量方针、质量管理范围以及要达到的标准和规范；滨河路项目质量保证使用了效益成本、基本水平标准、流程图、试验设计等手段来保证质量；同时通过分析项目的质量控制总结出影响项目质量控制的要素,分别从人的因素、材料因素、方法因素等几方面要做好质量控制,重视从人、材料、方法等因素进行控制,同时结合市政道路的特点加强施工作业面维护、严格控制施工进度、开工前准确确定施工地段管道位置,更好的保证工程质量。最终,通过对质量计划、计量保证、质量控制分析,提出质量控制实施的保障措施,质量控制的实施分别从完善质量控制体系、考核方法、制度体系、人事等多方面着手,完善质量控制实施保障措施,保障项目质量控制系统化、专业化。
[Abstract]:Quality is the lifeline of engineering projects, not only by the attention of customers, but also by the supervision of the state. The country has strict quality standards for any kind of project, and the unqualified project can not be delivered, so quality management is particularly important in the engineering project. From the point of view of the overall management level of engineering projects in our country, most engineering project management is still in the stage of intensive labor force, the management technology is low, the management concept can not keep up, and most engineering enterprises lag behind in the aspect of quality control. At present, quality control has entered the stage of total quality management, and how to strengthen quality control has become an important subject of engineering projects. Under this background, this article will take the project engineering related theory as the instruction, take the three rivers and six banks canal riverside road in Dezhou as the research object, uses the literature analysis method, the theory unifies the actual analysis method, Case study on three rivers and six banks in Dezhou City. As a municipal road project, the riverside road of three rivers and six banks of Dezhou city has the characteristics of higher construction complexity, more uncertain factors, more benefit subjects, stronger political nature and higher quality goals than ordinary engineering projects. Therefore, it is of great significance to study the quality control of municipal road project in this paper. This paper first discusses the related theories of project quality control and finds that municipal roads have certain particularity and have unique control points in quality management, especially in accordance with the national standards. Then through the basic introduction of the construction project of the riverside road of three rivers and six banks in Dezhou City, it is determined that the riverside road project is of great significance to broaden the development space of the city of Texas, to open up the lifeblood of the city, and to enhance the confidence of the investors. The project has been attached great importance by the government and has a good policy environment. However, the construction period is short, the quality requirement is high, and the quality control is facing some challenges. On the basis of a comprehensive understanding of the project, the quality management plan of the canal riverside road construction project of three rivers and six banks in Dezhou City was analyzed, and the plan was preliminarily determined as a municipal road. The quality index of riverside road should be carried out strictly according to the quality inspection and evaluation standard of municipal road engineering, and the quality assurance of construction project should be further analyzed. The key to input quality plan is to put forward the quality policy. The scope of quality management and the standards and norms to be achieved; the quality assurance of riverside road project uses cost benefit, basic level standard, flow chart, test design and other means to ensure quality; At the same time, through the analysis of the quality control of the project, the factors that affect the quality control of the project are summarized, including the human factor, the material factor, the method factor and so on, and the quality control should be done from the human factor, the material factor, the method factor and so on. At the same time, combined with the characteristics of municipal roads, the maintenance of construction surface is strengthened, the construction progress is strictly controlled, and the location of pipeline in construction sections is accurately determined before the construction starts, so as to ensure the engineering quality better. Finally, through the analysis of the quality plan, measurement assurance, quality control, put forward the guarantee measures for the implementation of quality control, the implementation of quality control starts from the improvement of quality control system, assessment method, system, personnel and so on. Perfect quality control, implement safeguard measure, guarantee project quality control systematization, specialization.
