城市通勤商务班车运营模式研究

【摘要】:目前,在我国大多数城市中,职住分离的通勤现象很明显,居住区分布在城市外围,而工作区则聚集在繁华的城市功能中心,中心区域和外围居住地通勤需求量大,并且通勤出行距离长。同时随着我国国民经济的发展,城市居民出行机动化水平显著增加,越来越多的小汽车涌上街头,个性化出行比重始终维持在高位运行,这更加剧了通勤时段的交通拥堵。 工作日的通勤是最为拥堵的时段,吸引私家车主改乘公共交通工具是控制小汽车出行比重的关键。定位介于常规意义城市客车和私家车之间的商务班车,能更好地满足城市多层次、多元化的乘客出行需求,,特别是对私家车主有很强的吸引力,可以有效提高道路利用效率,缓解城市拥堵。 本文首先从国内具有代表性的一、二线城市的居民出行特征出发,对通勤出行面临的问题进行了总结,提出了通勤商务班车可以满足多层次的出行需求,介绍了国内商务班车的发展;然后从运营管理的概念出发,对北京、香港、深圳三地的公交运营模式进行了对比,探讨城市公共交通运营的一般模式,并且明确通勤商务班车属于公共交通体系,同时指出其特殊性,运营需要区别于普通公共交通。接下来,分别对北京天通苑社区通勤快车、北京商务班车开展了实地调研。从运营管理权、客源与宣传、线路站点设计、票价以及监管服务方面对两种模式进行了总结,并且研究了各自存在的争议和不足。针对这些问题,本文提出了可行的建议,对于其他城市开通通勤商务班车有参考意义。
[Abstract]:At present, in most cities of our country, the commute phenomenon of the separation of occupation and residence is very obvious, the residential area is distributed in the periphery of the city, while the working area is concentrated in the bustling city function center, the demand for commuting between the central area and the peripheral residence is great. And long commuting distance. At the same time, with the development of our national economy, the level of motorization of urban residents increased significantly, more and more cars poured into the streets, and the proportion of personalized travel remained at a high level, which aggravated the traffic congestion during commuting time. Commuting on weekdays is the most congested time and attracting private car owners to switch to public transportation is the key to controlling the proportion of car travel. The positioning of commercial buses between city buses and private cars in the conventional sense can better meet the multi-level and diversified passenger travel needs of the city, especially for private car owners, and can effectively improve the efficiency of road use. Ease urban congestion. Based on the characteristics of resident travel in the first and second tier cities in China, this paper summarizes the problems facing commuter travel, and puts forward that commuter commercial bus can meet the multi-level travel demand. This paper introduces the development of domestic commercial shuttle bus, and then compares the bus operation modes of Beijing, Hong Kong and Shenzhen from the concept of operation management, and probes into the general mode of urban public transport operation. And it is clear that commuter bus belongs to the public transport system, and points out its particularity, and the operation needs to be different from ordinary public transport. Next, the Beijing Tiantong Yuan Community commuter Express, Beijing Business bus carried out field research. This paper summarizes the two models from the aspects of operation management power, passenger source and publicity, line site design, ticket price and supervision service, and studies their respective controversies and shortcomings. In view of these problems, this paper puts forward some feasible suggestions, which has reference significance for other cities to open commuter commercial bus.
