城市公共自行车租赁系统规划研究

【摘要】:典型城市病如城市交通拥堵问题、污染问题、能源问题成为制约社会经济发展和人民生活品质提高的重要因素,以交通拥堵为代表的城市交通问题普遍成为困扰各大城市的难题。在北京、上海、广州等特大城市相继出现交通拥堵之后,开始迅速向大城市及中小型城市蔓延。宁波作为长三角南翼区域中心城市、浙江省四大都市区之一,交通拥堵也开始出现,“出行难、停车难”的问题严重制约着城市的发展,并在时空上呈现规模蔓延趋势。绿色交通作为低污染、有利于城市环境多元化的协和交通运输系统,在缓解城市交通拥堵,降低城市污染方面扮演着重要的角色。近日,住建部、国家发改委、财务部发布《关于加强城市步行和自行车交通系统建设的指导意见》,根据意见要求,宁波市中心城步行和自行车分担率应达到55%以上。自行车作为绿色交通工具的一种,具有价格低廉、机动灵活、节约能源、维修简单等特点,推动自行车交通系统建设是减少能源消耗、加快建设生态文明城市的有效手段,有效预防和缓解城市交通拥堵,有利于减缓城市空气质量恶化。自行车出行方式通过与机动车出行接驳,如自行车与常规公交的换乘、自行车与轨道交通的换乘等,可实现起点到讫点便捷到达,其交通出行末端的优势进一步凸显。本文在国内外文献资料调研和相关城市案例剖析的基础上,结合宁波南部新城公共自行车租赁点的相关布局的规划研究,将相关理论运用到宁波市相关实践中,提出了公共自行车租赁系统的基本构架和点位布置原则,基于此,提出服务点的推荐点位以及配置的规模,同时,结合未来城市发展和公共交通发展目标,提出宁波市公交自行车系统的功能定位与发展规模,进而制定详细的公共自行车租赁点布局规划,并给出适合宁波市发展的运营管理模式。宁波市南部新城2013年已有120个网点投入使用,今后规模将进一步扩大,并辐射全市范围,为宁波市构建“四位一体”的交通出行体系奠定良好基础。
[Abstract]:Typical urban diseases, such as urban traffic congestion, pollution and energy problems, have become an important factor that restricts social and economic development and the improvement of people's quality of life. The urban traffic problem, represented by traffic jam, has become a difficult problem in many big cities. After traffic jams in Beijing, Shanghai, Guangzhou and other mega-cities, they began to spread rapidly to large and medium-sized cities. As a central city in the south wing of Yangtze River Delta, one of the four major metropolitan areas in Zhejiang Province, traffic congestion is also beginning to appear. The problem of "difficult travel, difficult parking" seriously restricts the development of the city, and presents a trend of scale spread in time and space. As a low pollution, green traffic plays an important role in alleviating urban traffic congestion and reducing urban pollution. Recently, the Ministry of Housing, the National Development and Reform Commission and the Ministry of Finance issued the guidelines on strengthening the Construction of Urban pedestrian and Bicycle Transportation Systems. According to the opinion requirements, the proportion of walking and bicycle sharing in Ningbo's downtown city should reach more than 55 percent. As a kind of green means of transportation, bicycle has the characteristics of low price, flexible mobility, energy saving, simple maintenance and so on. It is an effective means to reduce energy consumption and accelerate the construction of ecological civilization city by promoting the construction of bicycle traffic system. Effectively prevent and alleviate urban traffic congestion, is conducive to slow the deterioration of urban air quality. By connecting with motor vehicles, such as the transfer of bicycle and conventional public transport, and the transfer of bicycle and rail transit, the bicycle travel mode can achieve the convenient arrival of the starting point to the end point, and the advantages of the end of the trip are further highlighted. On the basis of domestic and foreign literature investigation and case study of related cities, combined with the planning and research of the layout of public bicycle rental sites in the south of Ningbo, this paper applies the relevant theory to the relevant practice of Ningbo. This paper puts forward the basic framework and the principle of the location arrangement of the public bicycle rental system. Based on this, the recommended points and the scale of the service points are put forward. At the same time, combined with the goals of urban development and public transport development in the future, This paper puts forward the function orientation and development scale of the public transport bicycle system in Ningbo, and then formulates the detailed layout planning of the public bicycle rental point, and gives the operation management mode suitable for the development of Ningbo city. In 2013, 120 new towns in the southern part of Ningbo have been put into use, and the scale will be further expanded in the future, and the whole city will be radiated, which will lay a good foundation for the construction of a "four-in-one" transportation travel system in Ningbo.
