城市综合客运枢纽与土地利用一体化规划技术研究

【摘要】:社会经济发展水平的提升加之城市交通方式的不断革新让城市间的往来变得日益频繁,人们对城市综合客运交通系统的需求逐步加强,对城市综合客运枢纽的建设也提出了相应要求。另一方面,鉴于城市综合客运枢纽在城市公共交通系统中所充当的重要角色及其在解决“城市病”方面的突出作用,大多数城市都已经或正在规划建设城市综合客运枢纽。城市综合客运枢纽的形成往往会成为一所城市新的核心增长极,商业办公、旅游文化、餐饮娱乐等各类用地设施将会应运而生,它的作用不仅仅体现了交通功能,更是一个城市的重要节点。然而,我国现有城市综合客运枢纽大多存在功能单一,土地利用率低下,内部设施规模及周边用地配置不合理等诸多问题,造成枢纽周边环境发展的极不协调。因此,为了促进城市土地利用的集约化发展,提升枢纽地区用地的使用价值和最大限度的发挥综合客运枢纽的交通功效,本文针对城市综合客运枢纽与周边用地一体化开发展开研究: 首先,城市综合客运枢纽的等级结构作为枢纽规划的重要组成部分,本文在总结国内外城市综合客运枢纽的形成、发展及其与城市土地利用一体化规划研究的基础上,对城市综合客运枢纽的等级类别划分方式进行了研究,提出现有划分方法的不足,并从城市土地利用与城市交通一体化发展角度出发,以城市综合客运枢纽所承担的功能为依据,提出一种新的等级结构划分思路。其次,综合客运枢纽的客流预测作为确定枢纽设施规模及选址布局等前期规划的主要依据,本文首先对枢纽的客流构成进行了深入剖析,将枢纽的客流分为对外交通客流、市内换乘客流和周边用地诱发客流三部分,然后分别对每部分客流提出了主要的预测思路和相关技术分析方法。再次,从城市土地利用与交通互馈关系出发,将城市综合客运枢纽的选址规划与枢纽周边用地整合考虑,并借鉴城市土地利用对人们出行行为影响研究成果,建立基于可达性的城市综合客运枢纽选址优化模型,最后通过算例对该模型进行了应用说明。最后,对城市综合客运枢纽内部设施规模及其周边用地规模进行了研究分析,前者主要通过客流需求分析部分的预测成果加之现有规范标准及相关研究成果得以实现,后者则考虑到枢纽和周边用地相互依托、相互影响的关系,通过借鉴TOD城市发展模式来构建基于枢纽周边用地量化的多目标决策模型进而确定最终用地规模,并通过算例设计验证了该模型的有效性。
[Abstract]:With the improvement of social and economic development level and the continuous innovation of urban transportation mode, the interaction between cities becomes more and more frequent, and the demand for urban integrated passenger transport system is gradually strengthened. It also puts forward the corresponding requirements for the construction of urban comprehensive passenger transport hub. On the other hand, in view of the important role of urban integrated passenger transport hub in urban public transport system and its prominent role in solving "urban diseases", most cities have planned or are planning to build urban integrated passenger transport hub. The formation of urban integrated passenger transport hub will often become a new core growth pole of a city. Various kinds of land facilities, such as commercial office, tourism culture, catering and entertainment, will emerge as the times require, and its function will not only reflect the traffic function. It is also an important node of a city. However, most of the existing urban integrated passenger transport hubs in China have many problems, such as single function, low land utilization rate, unreasonable scale of internal facilities and the allocation of surrounding land, which result in the extremely uncoordinated development of the surrounding environment of the hub. Therefore, in order to promote the intensive development of urban land use, enhance the use value of the land in the hub area and maximize the traffic efficiency of the integrated passenger transport hub, This paper focuses on the integrated development of urban integrated passenger transport hub and surrounding land. Firstly, the grade structure of urban integrated passenger transport hub is an important part of hub planning. On the basis of summing up the formation and development of urban integrated passenger transport hub at home and abroad and its integration with urban land use planning, this paper studies the classification methods of urban integrated passenger transport hub. This paper puts forward the deficiency of the existing partition methods, and from the angle of the integration of urban land use and urban transportation, and based on the functions of the urban integrated passenger transport hub, puts forward a new way of classification of the grade structure. Secondly, the passenger flow prediction of the integrated passenger transport hub is the main basis for determining the size of the hub facilities and the layout of the site. Firstly, this paper makes a thorough analysis of the passenger flow composition of the hub, and divides the passenger flow of the hub into external traffic passenger flow. There are three parts of passenger flow induced by transfer passenger flow and surrounding land in the city, and then the main forecasting ideas and related technical analysis methods are put forward for each part of passenger flow respectively. Thirdly, starting from the relationship between urban land use and traffic, this paper considers the location planning of urban integrated passenger transport hub and the land around the hub, and draws lessons from the research results of the impact of urban land use on people's travel behavior. An optimal location model of urban integrated passenger transport hub based on reachability is established. Finally, an example is given to illustrate the application of the model. Finally, the scale of urban integrated passenger transport hub internal facilities and the scale of surrounding land are studied and analyzed. The former is mainly realized through the forecasting results of passenger flow demand analysis part and the existing standard and related research results. The latter takes into account the mutual dependence and mutual influence of the hub and the surrounding land, and constructs a multi-objective decision-making model based on the quantification of the land around the hub to determine the final scale of the land by using the Tod urban development model for reference. The validity of the model is verified by an example.
