公路建设与环境保护的联动机制研究

【摘要】:虽然我国经济建设不断迈上新台阶,公路等基础建设投入力度不断增加,路网功能不断完善,但我国公路建设活动与环境保护间矛盾不断激化,问题非常突出。建设良好生态公路,以及缓解和解决二者间矛盾,是本文的目的所在。 本文从产生问题的源头入手,寻找产生问题的深层次原因,并指出当前我国公路环境问题根源为体制不完善、技术落后及资金缺乏。其中体制不完善,表现为“政府部分失灵”以及公路环境市场化作用乏力,如政府管制相对薄弱且处于低水平阶段、以及相关法律的针对性不强。在我国公路环保领域,有法难依和无法可依现象存在,同时公众环境权益得不到保障,,公民参与积极性不高。 本文首次提出、论述公路环境保护市场化理论,并将该理论及可持续理论作为解决问题的理论工具。本文,首次提出“两个保障+一个参与”,即体制保障、技术保障以及公民参与。本文指出,联动机制是解决目前公路环保建设主要矛盾的主要方法。完善的公路环保体制,应在肯定政府起主导作用的同时,引入市场竞争机制,进而形成“政府主导、市场协调”的格局。在公路上环保技术方面,本文建议加强生态公路建设路网规划,同时本文结合公路建设各阶段的特点而建立几种典型生态公路建设模式。本文注意充分发挥公民,特别是公路沿线的民众的智慧,调动其环保参与积极性。本文联动机制通过公路体制改革、技术创新、公众参与三方面保障实现生态公路建设目标。
[Abstract]:Although the economic construction of our country continues to advance to a new level, the investment in infrastructure such as highways is increasing, and the function of road network is being improved, the contradiction between highway construction activities and environmental protection in our country is becoming more and more intense, and the problems are very prominent. The purpose of this paper is to build a good ecological highway and to alleviate and solve the contradiction between the two. Starting with the source of the problems, this paper finds out the deep-seated causes of the problems, and points out that the current road environmental problems in China are rooted in imperfect system, backward technology and lack of funds. Among them, the system is not perfect, such as "partial failure of government" and weak marketization of highway environment, such as weak and low level of government control, and weak pertinence of relevant laws. In the field of highway environmental protection in our country, there is a phenomenon that the law is difficult to be followed and can not be relied on. In this paper, the marketization theory of highway environmental protection is discussed for the first time, and the theory and sustainable theory are used as theoretical tools to solve the problem. This paper, for the first time, puts forward "two guarantees and one participation", that is, institutional security, technical security and citizen participation. This paper points out that the linkage mechanism is the main method to solve the main contradiction of highway environmental protection construction. The perfect highway environmental protection system should, while affirming the leading role of the government, introduce the market competition mechanism, and then form the pattern of "government leading and market coordination". In the aspect of environmental protection technology on highway, this paper suggests to strengthen the network planning of ecological highway construction, and at the same time, this paper establishes several typical ecological highway construction models according to the characteristics of each stage of highway construction. This paper gives full play to the wisdom of citizens, especially along the highway, and arouses their enthusiasm for environmental protection. Through highway system reform, technological innovation and public participation, the linkage mechanism can realize the goal of ecological highway construction.
