我国城市停车管理的变革与创新

【摘要】：对我国部分大中城市停车问题进行调研结果显示,"停车难、停车乱"的问题已日趋严重,停车供需矛盾尖锐,违法停车已居各类交通违法之首,乱停车问题对城市交通运行影响较大。停车问题不仅是民生热点,同时也是道路交通管理的难点。据统计,一些大中城市50%以上的交通报警与"乱停车"有关,这对公安交管部门的勤务和警力造成严重的干扰和浪费。本文在总结城市停车管理现状的基础上,分析了城市停车管理的困境,并从停车供给侧、停车需求侧和停车供需匹配方面提出了城市停车管理的创新与变革之策,以期提升交通管理效能,保障城市交通的高效运行和可持续发展。
[Abstract]:The investigation results of parking problems in some large and medium-sized cities in China show that the problem of "parking is difficult, parking chaos" has become more and more serious, the contradiction between parking supply and demand is sharp, and illegal parking has ranked first among all kinds of traffic violations. The problem of random parking has great influence on urban traffic operation. Parking is not only a hot spot of people's livelihood, but also a difficult point of road traffic management. According to statistics, more than 50 percent of traffic alarms in some large and medium-sized cities are related to "random parking", which causes serious interference and waste to the police and police of public security traffic control departments. On the basis of summarizing the present situation of urban parking management, this paper analyzes the plight of urban parking management, and puts forward the innovation and reform measures of urban parking management from the aspects of parking supply side, parking demand side and parking supply and demand matching. In order to improve the efficiency of traffic management and ensure the efficient operation and sustainable development of urban traffic.
