基于3G技术的海事移动监控系统

【摘要】:近年来,我国海事在船舶监管方面积极创新,突破以往监管模式,积极利用现代信息化设备进行创新模式管理,然而海事的水上安全监管基础设施仍然很薄弱,违规违纪的现象也屡见不鲜,给国家造成了巨大的经济损失,同时给人民生命财产安全带来了严重危害。因此,为加大对水运船只的监管力度,对各种客船、乡镇渡口渡船实时监控、定位和导航技术的应用迫在眉睫,本文对旅游客船、运输船舶实现无线视频监控管理、陆地视频监控管理和突发事件发生时的远程调度指挥,减少财产损失和保障生命安全,为水上交通安全提供有力的支持和保障。 本文提出一种基于3G技术的海事无线监控系统设计方案,采用3G无线通信技术及计算机网络等技术,运用3G无线船舶监控终端硬件,提高海事监管能力,分析了3G与以往CCTV监控系统的优势,结合3G无线监控系统特点,阐明3G可视一体化海事监督管理系统在海事监管中的重要作用。 1.选择远程无线视频图像的通信方式。通过对现有视频监控系统的通信方式分析,选择适合于本系统的远程无线视频图像监控方式。 2.选择无线网络的接入方式。依据远程无线视频图像的通信方式来确定最佳的无线网络接入方式。 3.选择合适的视频流封装方法。根据选择的无线网络视频图像的传输方式、实时传输视频流监控图像数据的要求以及视频数据的编码形式,结合视频流封装方法,高效的实施远程无线视频图像的实时监控,并提高视频流监控图像数据传输的容错性。 4.视频无线网络传输的优化方式。针对选择的无线网络通信方式解决视频监控图像在传输过程中的高误码的问题,提出有效的解决措施,实现视频图像传输的高容错性。
[Abstract]:In recent years, China's maritime industry has been actively innovating in ship supervision, breaking through the previous regulatory model and actively using modern information equipment to carry out innovative mode management. However, maritime safety supervision infrastructure is still very weak. The phenomenon of violating rules and regulations is also common, which causes huge economic loss to the country, and brings serious harm to the safety of people's life and property at the same time. Therefore, in order to strengthen the supervision of waterborne vessels and the application of real-time monitoring, positioning and navigation technology to all kinds of passenger ships, township ferries, this paper implements wireless video surveillance management for tourist ships and transport vessels. The land video surveillance management and the remote dispatch command when the emergency occurs reduces the property loss and guarantees the life safety and provides the powerful support and the safeguard for the water transportation safety. This paper presents a design scheme of maritime wireless monitoring system based on 3G technology, which adopts 3G wireless communication technology and computer network technology, and uses 3G wireless ship monitoring terminal hardware to improve maritime supervision ability. This paper analyzes the advantages of 3G and CCTV monitoring system, and expounds the important role of 3G visual integrated maritime supervision and management system in maritime supervision and management combined with the characteristics of 3G wireless monitoring system. 1. Select the communication mode of remote wireless video image. By analyzing the communication mode of the existing video surveillance system, the remote wireless video image monitoring mode suitable for this system is selected. 2. Select the access mode of the wireless network. According to the communication mode of remote wireless video image, the best wireless network access mode is determined. 3. Select the appropriate video stream encapsulation method. According to the selection of wireless network video image transmission mode, real-time transmission of video stream monitoring image data requirements and video data coding form, combined with the video stream encapsulation method, the real-time monitoring of remote wireless video image is implemented efficiently. And improve the fault tolerance of video stream monitoring image data transmission. 4. Video wireless network transmission optimization. In order to solve the problem of high error code in video surveillance image transmission, an effective solution is put forward to realize the high fault tolerance of video image transmission.
