交通电子执法威慑水平量化分析

【摘要】:为了探析交通电子执法在抑制交通违法行为方面的威慑成效和水平,以描述气体扩散效应的烟羽模型为基础,分析影响交通电子执法威慑成效的相关因素在时空作用域上的特征,修正并重新定义了烟羽模型中各因子的含义及表达形式,构建了交通电子执法威慑水平量化分析模型,并用交通调查数据标定了模型中常量的取值.案例分析表明,该模型的计算结果与交通违法率的调查结果趋于一致,说明该模型能客观地量化电子执法在抑制交通违法行为方面的贡献程度.合理布设交通电子执法设施的位置、作用方向和数量,能有效降低电子执法区域内的交通违法率.
[Abstract]:In order to analyze the deterrent effect and level of traffic electronic law enforcement in restraining traffic illegal behavior, and based on the smoke plume model which describes the effect of gas diffusion, This paper analyzes the characteristics of the relevant factors affecting the effectiveness of electronic traffic law enforcement deterrence in time and space, modifies and redefines the meaning and expression form of each factor in the smoke plume model, and constructs a quantitative analysis model of traffic electronic law enforcement deterrence level. The constant values in the model are calibrated with traffic survey data. The case study shows that the calculated results of the model are consistent with the survey results of traffic violation rate, which indicates that the model can objectively quantify the contribution of electronic law enforcement to the suppression of traffic violations. Setting up the position, direction and quantity of traffic electronic law enforcement facilities reasonably can effectively reduce the traffic violation rate in the area of electronic law enforcement.
