道路交通运输结构性节能减排理论与应用研究

【摘要】:我国交通运输部提出,在“十二五”期间要从结构性、技术性、管理性三方面强化对道路交通运输的管理。本论文从结构性方面,对节能减排进行研究。通过对国内外节能减排政策、能源应用、经济举措的分析,指出了道路交通基础设施设备、道路交通布局规划、道路交通能源消费等运输结构存在的主要问题。本论文从基本概念入手,对道路交通结构性节能减排进行了理论研究。同时通过对道路运输结构进行分析,明确了道路交通运输结构性节能减排的发展现状与制约因素,提出运力配备与国民需求相适应、运输方式与基础设施相辅相成的节能减排优化目标。在明确了优化目标后,从时空占用、能源消耗、污染控制、社会效率几个方面对道路交通运输节能减排进行了具体规划。再通过理论研究并结合当前社会经济发展现状,对原有节能减排模型添加新的依存度变量和可达性约束条件,从而使基于相关数据进行的实证分析与评价更具有说服力和适用性。文中构造了节能减排指标体系,并运用层次分析法进行了分析。根据实证数据分析的结果,提出大力发展高效低耗的公共交通运输方式,以新能源降低消耗与控制污染,对技能减排基础设施设备进行优化,建立健全交通运输环保法规与指标体系以及以国家行政法规政策促进节能减排有效实施等应用规划。
[Abstract]:The Ministry of Transport of China puts forward that the management of road transportation should be strengthened from three aspects: structure, technology and management during the 12th five-year Plan period. In this paper, energy saving and emission reduction are studied from the structural aspect. Based on the analysis of energy saving and emission reduction policies, energy applications and economic measures at home and abroad, this paper points out the main problems existing in the transportation structure, such as road traffic infrastructure equipment, road traffic layout planning, road traffic energy consumption and so on. Starting with the basic concept, this paper makes a theoretical study on the structural energy saving and emission reduction of road traffic. At the same time, through the analysis of the road transportation structure, this paper clarifies the development status and restrictive factors of the energy saving and emission reduction of the road transportation structure, and puts forward that the transportation capacity equipment is suitable for the national demand. Transportation mode and infrastructure complement each other to optimize the goal of energy saving and emission reduction. After defining the optimization goal, the energy saving and emission reduction of road transportation is planned from the aspects of time and space occupation, energy consumption, pollution control and social efficiency. Through theoretical research and combined with the current situation of social and economic development, new dependency variables and reachability constraints are added to the original energy saving and emission reduction model. So that the empirical analysis and evaluation based on the relevant data is more persuasive and applicable. In this paper, the index system of energy saving and emission reduction is constructed and analyzed by analytic hierarchy process (AHP). According to the results of empirical data analysis, this paper puts forward to develop efficient and low consumption public transport mode, reduce consumption and control pollution with new energy, and optimize skills and emission reduction infrastructure equipment. Establish and improve the transportation environmental protection laws and indicators system and promote the effective implementation of energy conservation and emission reduction with the national administrative regulations and policies.
