基于数据包络分析模型的海上丝绸之路集装箱港口经营绩效评价

在港口集装箱运输行业中,港口运营绩效评估,对于任何参与该行业的人及所有相关的人来说,都是十分重要的。其目的是要反映港口资源相对于最佳水平的利用程度,并揭示港口在竞争环境中的地位。一般情况下,港口运营的一个目标是吞吐量最大化。因此,港口运营绩效常常是通过港口传输的集装箱数量(称为集装箱吞吐量)来进行评估的。不过,集装箱港口的绩效评价至今没有任何普遍接受的标准方法。本研究的目的是利用数据包络分析(DEA)对海上丝绸之路(MSR)集装箱港口的运行性能进行评价。本研究的范围集中于作为一带一路(OBOR)一部分的21世纪海上丝绸之路(MSR)的13个集装箱港口的绩效评价,利用DEA模型工具分析13个集装箱港口在技术效率方面的运行绩效。研究阶段为2010年至2016年。本研究通过运用规模收益可变的DEA方法(VRS),采用技术效率等进行经营绩效的评价。结果表明13个集装箱港口中,其中有六个集装箱港口是有效的;有两个特定港口,在过去几年中,有效性有所不同,表现为时而有效,时而无效;另外五个港口一直无效。本研究的限制主要有两个:第一,由于数据不完备,本研究只考虑了 6项业绩指标;第二,本研究只检查了 13个港口在一段特定时期的效率变化。
