益晟煤业公司整合改造建设项目安全风险管理研究

【摘要】：煤炭一直占据着我国能源消费的主体地位,同时煤炭生产企业又是高危行业,2008年国内煤炭企业死亡人数为3092人,占同期全世界煤矿死亡总人数的70%,随着2008年山西省作为试点的煤矿兼并重组及煤炭资源整合工作的开展及此后全国各地煤炭资源整合、整顿关闭工作的持续推进,大部分不符合安全生产条件的煤炭企业退出历史舞台,全国煤炭企业安全管理环境明显好转,煤矿事故数及死亡人数大幅下降,2013年煤矿事故死亡人数减少至1067人,但事故的总量依然偏大。安全生产是煤炭企业永恒的主题,煤炭资源重组整合改造升级是淘汰落后产能、适应新时期煤矿安全管理的必然趋势,因而成为重组整合的煤炭企业面临的新一轮变革令人关注,由于重组整合前各小煤矿存在生产环境及自然条件复杂,安全基础薄弱,管理机制落后,投入保障不足和从业人员素质低等问题,改建、扩建项目的施工安全成为兼并重组煤企各级管理层的监管重点,安全设施是否与主体工程同时设计、同时施工、同时投入生产和使用,安全工程投资是否率先纳入建设项目概算成为技术改造施工的先决条件。企业是安全生产的责任主体,煤企整合改造建设项目风险管理是煤炭企业实现可持续发展的前题,本文以煤炭企业整合改造矿井施工过程中的安全风险管理为研究对象,从益晟煤业公司矿井整合改造建设项目的安全风险预控入手,以同煤集团其它技术改造类矿井为类比对象,运用工程项目管理的理论和方法,建立了煤矿整合改造建设项目安全风险识别子系统的安全风险管理模型,将安全风险管理纳入煤矿改造建设施工过程中,运用类比分析法、预先危险分析法、事故树分析法等方法对矿井技术改造建设危险有害因素进行系统分析研判,把煤矿建设改造特征及风险管理理论有机组合,制定出本阶段工程项目安全风险管理控制对策,改变了煤矿安全施工过程中的对各类危险源判断力度不够,风险管理主次划分不清,隐患排查整改或治理不及时而导致的事故,为矿井整合改造建设项目的安全施工创造了有利条件。
[Abstract]:Coal has always occupied the main position of energy consumption in China, and coal production enterprises are also high-risk industries. In 2008, the death toll of domestic coal enterprises was 3 092. It accounts for 70 coal mine deaths worldwide in the same period. With the development of coal mine merger and reorganization and coal resources integration in Shanxi Province as a pilot project in 2008, and since then, the consolidation and closure of coal resources in various parts of the country have continued to advance. Most coal enterprises that do not meet the conditions of safety production have withdrawn from the stage of history. The safety management environment of coal enterprises in the whole country has obviously improved, the number of coal mine accidents and the number of deaths have dropped substantially, and in 2013 the number of coal mine accidents has dropped to 1, 067. However, the total amount of accidents is still on the high side. Safety production is the eternal theme of coal enterprises, and the reorganization, integration, transformation and upgrading of coal resources are the inevitable trend of eliminating backward production capacity and adapting to coal mine safety management in the new period. Therefore, the new round of reform faced by coal enterprises that become reorganization and integration is of great concern. Due to the complex production environment and natural conditions, the weak safety foundation and the backward management mechanism, the production environment and natural conditions exist in each small coal mine before the reorganization and integration. The construction safety of the reconstruction and extension projects has become the focus of supervision of the management at all levels of the merger and reorganization of coal enterprises, and whether the safety facilities are designed and constructed at the same time with the main projects, At the same time, when put into production and use, whether or not safety engineering investment is first included in the construction project budget has become a prerequisite for technological transformation and construction. The enterprise is the main body responsible for production safety. The risk management of coal enterprises' integrated reconstruction project is the precondition for the coal enterprises to realize the sustainable development. This paper focuses on the safety risk management in the process of the coal enterprises' integration and transformation of the coal mines. Starting from the safety risk pre-control of the integrated reconstruction project of Yisheng Coal Industry Company, taking other technical transformation mines of the same Coal Group as the analogous object, the theory and method of project management are used. The safety risk management model of the safety risk identification subsystem of the coal mine integrated reconstruction project is established. The safety risk management is brought into the process of the coal mine reconstruction construction. The analogy analysis method and the advance hazard analysis method are used. The methods of accident tree analysis and other methods are used to systematically analyze and judge the hazardous factors of mine technical transformation and construction, and combine the characteristics of coal mine construction and reconstruction with the theory of risk management to formulate the countermeasures for the safety risk management and control of this stage engineering project. Has changed the coal mine safety construction process to each kind of dangerous source judgment strength is insufficient, the risk management primary and secondary division is not clear, the hidden danger investigation and rectification or the management not in time causes the accident, It has created favorable conditions for the safe construction of the mine integrated reconstruction project.
