生猪养殖污染治理:阶段性特征与政策建议

【摘要】：生猪养殖带来区域发展和人民福利水平提升的同时,养殖污染也逐步成为农村环境治理攻坚的短板。通过分析生猪养殖污染治理的阶段性历程,总结其"由被动转向主动、由政府主导转向多元参与、由外延转向内涵"的发展特征,笔者在分析公众参与养殖污染治理的有限性、龙头企业"分利集团"特征影响、政府"碎片化"治理带来的负面影响和社会组织的"理性"缄默等生猪养殖污染治理行为偏差风险的基础上,提出了生猪养殖污染治理工作趋势:重视复合型治理基础上的契约治理,强化生猪养殖污染政府主导治理基础上的政策企业家利益诱导以及统筹规划,多措并举。
[Abstract]:With the regional development and the improvement of people's welfare level brought about by pig breeding, breeding pollution has gradually become a short board for rural environmental control. By analyzing the stage process of pig breeding pollution control, the author summarizes its "from passive to active". From government leading to pluralistic participation, from extension to connotation, the author is analyzing the limitation of public participation in aquaculture pollution control, and the influence of the characteristics of leading enterprises, On the basis of the negative effects brought by the government's "fragmentation" governance and the "rational" silence of social organizations, the risk of deviation in pig breeding pollution control behavior is discussed. This paper puts forward the working trend of pig breeding pollution control: pay attention to contract management on the basis of compound management, strengthen the guidance of policy entrepreneur interests and overall planning on the basis of government leading management of pig breeding pollution, and carry out many measures simultaneously.
