基于耕地质量综合评价的基本农田划定研究

【摘要】:基本农田是耕地的精华,如何科学合理的划定基本农田,解决粮食安全与社会发展之间的矛盾是一个亟待解决的问题。本文在综合分析基本农田的内涵与研究区特定地形地貌因素的基础上提出耕地自然质量和立地条件是基本农田划定的两项必要条件。在此基础上构建耕地自然质量评价体系和耕地立地条件评价体系,开展耕地自然质量评价和耕地立地条件评价,最终构建耕地综合质量评价体系,并以此划定基本农田。本文以南江县为例探讨适合川东北中低山丘陵区的基本农田划定方法,取得以下研究成果:(1)南江县耕地自然质量评价体系包含坡度、灌溉保证率、剖面构型、土壤有机质含量、地表岩石露头状况和土壤类型6个指标,而立地条件评价体系包括耕地到主干道距离、耕地到中心城镇距离、耕地与其相邻土地类型适宜性和耕地连片性4个指标。随机提取5000个耕地地块,测算其耕地综合质量评价分值与标准粮产量的相关关系,确定研究区耕地自然质量评价与耕地立地条件评价的最佳比例关系为3:2。(2)本文以南江县为研究对象进行实证研究,通过耕地综合质量评价模型,最终确定南江县耕地综合质量状况。研究认为南江县耕地综合质量最优的耕地面积为3889.20hm2,占耕地总面积的8.6%,主要位于南江县中部、南部地区,包括长赤镇、正直镇、沙河镇、大河镇、下两镇、八庙乡、傅家乡、天池乡、凤仪乡和朱公乡等乡镇,该区域耕地自然条件较好,社会经济条件优越,耕地综合质量较高。参照前人研究成果和上级下达目标,最终确定60分的耕地可划为基本农田,面积为39312.90hm2,基本农田保护率达到86.93%。(3)通过划定结果之间的比较,得出此方法划定的基本农田不仅能满足基本农田的内在涵义,而且可以满足上级下达的划定要求;引入土地人口资源承载力概念对研究结果进行验证,发现除南江镇以外其余乡镇基本都能满足本乡镇所能承载人口的最低基本农田理论保有量。
[Abstract]:Basic farmland is the essence of cultivated land. How to define basic farmland scientifically and reasonably, It is an urgent problem to solve the contradiction between food security and social development. This paper puts forward the natural quality and site condition of cultivated land on the basis of comprehensive analysis of the connotation of basic farmland and the specific terrain and geomorphological factors in the study area. On the basis of which the evaluation system of natural quality of cultivated land and the evaluation system of site conditions of cultivated land are constructed. The evaluation of cultivated land natural quality and cultivated land site condition is carried out, the comprehensive quality evaluation system of cultivated land is constructed, and the basic farmland is delimited. Taking Nanjiang County as an example, this paper discusses the basic farmland delineation method suitable for middle and low mountain hilly areas in northeast Sichuan. The following research results are obtained: 1) the natural quality evaluation system of cultivated land in Nanjiang County includes six indexes: slope, irrigation guarantee rate, profile configuration, soil organic matter content, outcrop status of surface rock and soil type. The evaluation system includes four indexes: the distance between cultivated land and main road, the distance between cultivated land and central town, the suitability of cultivated land and its adjacent land types and the continuity of cultivated land. The correlation between the evaluation score of comprehensive quality of cultivated land and the yield of standard grain is calculated, and the optimal proportion of evaluation of natural quality of cultivated land and site condition of cultivated land is determined to be 3: 2. 2. The paper takes Nanjiang County as the research object. Based on the comprehensive quality evaluation model of cultivated land, the comprehensive quality of cultivated land in Nanjiang County is determined. The optimum cultivated land area in Nanjiang County is 3889.20 hm2.It accounts for 8.6% of the total cultivated land area, mainly located in the central and southern part of Nanjiang County. Including Changchi Town, Zhengzheng Town, Shahe Town, Dahe Town, Lower two towns, Bamiao Township, Fu hometown, Tianchi Township, Fengyi Township, Zhu Gongxiang and other townships. The natural conditions of cultivated land in this region are relatively good, and the social and economic conditions are superior. The comprehensive quality of cultivated land is relatively high. According to the previous research results and the goals issued by the higher authorities, 60 points of cultivated land can be classified as basic farmland, with an area of 39312.90 hm2.The protection rate of basic farmland reaches 86.93%. It is concluded that the basic farmland delineated by this method can not only satisfy the inherent meaning of the basic farmland, but also meet the requirements of the demarcation issued by the superior, and the concept of carrying capacity of land population and resources is introduced to verify the research results. It is found that all the other townships except Nanjiang Town can basically satisfy the minimum basic farmland theoretical quantity which can carry the population.
