新时期农村生态文明建设中的公众参与研究

【摘要】：从农村生态文明建设任务繁重、农村基层行政力量薄弱、生态文明建设决策能力提升、民主政治要求四个方面看,公众参与生态文明建设十分必要。由于多种原因,公众参与存在一系列不容忽视的问题。从农村现状看,妥善解决这些问题,优化公众参与行为和效果,需要在健全公众参与法律法规、形成政府和公众的良性互动、加强公众参与组织建设和拓宽公众参与渠道上下功夫。
[Abstract]:It is necessary for the public to participate in the construction of ecological civilization from four aspects: the heavy task of the construction of rural ecological civilization, the weak administrative power at the grass-roots level in rural areas, the enhancement of the decision-making ability of the construction of ecological civilization, and the requirements of democratic politics. There are a series of problems that can not be ignored in public participation. From the point of view of the present situation in rural areas, to solve these problems properly and optimize the behavior and effect of public participation, it is necessary to improve public participation in laws and regulations and form a positive interaction between the government and the public. Efforts should be made to strengthen public participation in organizational construction and broaden channels for public participation.
