卢氏县美丽乡村水利体系投资渠道研究

【摘要】：美丽乡村水利体系是卢氏县美丽乡村的重要组成部分,而乡村水利体系属于基础性公共设施,其建设投资巨大,投资回收期较长,单纯来自于财政的投资渠道远远不能满足资金需求。因而,深入探究美丽乡村水利体系的投资渠道是水利体系建设和可持续发展的首要问题。本文分析了目前卢氏县乡村水利体系的建设现状及其存在的问题,基于卢氏县县情,介绍了美丽乡村建设对卢氏县水利体系建设的新要求,进而分析了卢氏县乡村水利体系的投资现状、投资渠道现状,以及投资所面临的问题。其次,结合卢氏县乡村水利体系建设的实际情况,从生产、生活、生态三个方面构建了卢氏县美丽乡村水利体系架构,在生产水利体系中划分了农田抗旱水源工程、小型农田水利工程和农田节水灌排工程;在生活水利中划分了农村安全供应水项目、乡村污水处理项目和乡村水景观建设项目;在生态水利体系中划分了水土保持类项目、中小河水域治理项目和山洪水灾防治项目。其三,根据水利项目的社会公共性质,划分为完全社会公共类项目、非完全社会公共类项目、完全非社会公共类项目三类,明确三类项目的投资渠道和投资模式。对生产水利、生活水利、生态水利的卢氏县美丽乡村水利体系,与三类社会公共性质项目进行有效对接,进而明确乡村水利体系的投资渠道。最后,从加大公共财政投入力度、出台农田水利建设投资优惠政策、鼓励社会资本投资乡村水利、激励农民兴修水利四个方面,提出建立健全卢氏县美丽乡村水利多元化投资渠道的对策建议。
[Abstract]:The beautiful rural water conservancy system is an important part of the beautiful village in Lushi County, and the rural water conservancy system is a basic public facility, and its construction investment is huge, and the investment payback period is relatively long. Pure investment channels from finance are far from meeting capital needs. The investment channel of beautiful rural water conservancy system is the primary problem of water conservancy system construction and sustainable development. This paper analyzes the present situation and existing problems of rural water conservancy system in Lushi County, based on the situation of Lushi County. This paper introduces the new requirements of beautiful rural construction to the construction of water conservancy system in Lushi County, and then analyzes the present investment situation, investment channels and the problems faced by the investment in the rural water conservancy system of Lushi County. Combined with the actual situation of rural water conservancy system construction in Lushi County, the structure of beautiful rural water conservancy system in Lushi County was constructed from three aspects of production, life and ecology, and the farmland drought resistant water source project was divided into production water conservancy system. Small irrigation and water conservancy projects and farmland water saving irrigation and drainage projects; water supply projects in rural areas, rural sewage treatment projects and rural water landscape construction projects in domestic water conservancy projects; and soil and water conservation projects in the ecological water conservancy system, According to the social and public nature of water conservancy projects, they are divided into three categories: complete social public projects, incomplete social public projects, and completely non-social public projects. Define the investment channel and investment mode of the three kinds of projects. The beautiful rural water conservancy system of Lushi County, which is producing water conservancy, living water conservancy and ecological water conservancy, is effectively connected with three kinds of social and public nature projects. Finally, from the aspects of increasing public financial input, introducing preferential policies for investment in farmland and water conservancy construction, encouraging social capital to invest in rural water conservancy, encouraging farmers to build water conservancy projects, The countermeasures and suggestions for establishing and perfecting diversified investment channels of beautiful rural water conservancy in Lushi County are put forward.
