【摘要】:耕地资源不但是人类宝贵的物质财富,而且也是人类赖以生存的必要保证。当前,我国城市化进程势头迅猛,许多良田被侵占,或盖上高楼大厦、工厂与居民小区,或规划成几十米宽的道路、方圆几公里或几十公里的园林与湿地。虽然我国政府已经宣布了18亿亩耕地红线,并且严禁地方政府、企业乱占、乱开发耕地,并提高了土地审批权,但是,形势依然严峻。个别地方政府、企业侵占耕地现象仍屡见不鲜,且保护耕地措施、办法有限。因此,怎样监控土地被占用正是当前应当考虑的问题。不管怎样,农业发展与工业发展及社会发展的矛盾焦点问题就是土地使用问题。和谐发展不能只是口号,怎样和谐发展才是我们这代人应该认真面对及应该思考的问题。随着社会经济的不断发展,原来建立的耕地资源数据库,已不适应我国农业经济的发展,需要在此基础上建立更加科学合理的耕地数据库,迫切需要更加先进的耕地管理系统与监督办法来实施。本文研究思路主要是建立一个耕地网络管理系统。其以乡(镇)级为单位建立耕地信息数据库,然后能通过各级土地管理部门逐级汇总到县(区)、市、省、国土资源部,并且能利用北斗定位技术、现代卫星遥感技术与飞机航拍技术对耕地信息进行适时监控。如发现有变化,则能及时查询与反馈。本文以我国当前的耕地现状为研究背景,分别介绍了美国、俄罗斯、日本及我国耕地资源的管理现状。本系统以.NET为程序开发平台,采用了先进的Window10为操作系统、以及C/S为网络模式;以性能更优越的Microsoft Visual Studio 2015为系统开工具;以简洁高效的C#7.0为程序开发语言;并运用最新的SQL Server2016为后台数据库管理系统。该系统适用于国土部门各个阶层,有助于工作人员更好的管理耕地,保护耕地,防止耕地流失,为子孙后代留下宝贵的物质财富。
[Abstract]:Cultivated land resource is not only the precious material wealth of human beings, but also the necessary guarantee of human survival.At present, the urbanization process of our country is swift and violent, many good fields have been occupied, or built on high buildings, factories and residential areas, or planned into dozens of meters wide road, square several kilometers or tens of kilometers of gardens and wetlands.Although our government has announced a red line of 1.8 billion mu of cultivated land and banned local governments and enterprises from occupying and exploiting cultivated land indiscriminately, the situation is still grim.Individual local governments, enterprises encroach on cultivated land phenomenon is still common, and measures to protect cultivated land, measures are limited.Therefore, how to monitor the occupation of land is the problem that should be considered at present.In any case, the contradiction between agricultural development, industrial development and social development is land use.Harmonious development is not just a slogan. How to develop harmoniously is the problem that our generation should seriously face and think about.With the continuous development of social economy, the database of cultivated land resources, which was originally established, is no longer suitable for the development of agricultural economy in China. On this basis, it is necessary to establish a more scientific and reasonable database of cultivated land.More advanced cultivated land management system and supervision methods are urgently needed.The main idea of this paper is to establish a cultivated land network management system.It establishes a cultivated land information database at the township (town) level, and can then aggregate it to the county (district, city, province, land and resources) through the land management departments at all levels, and it can use Beidou positioning technology.Modern satellite remote sensing technology and aerial photography technology to timely monitor cultivated land information.If you find any changes, you will be able to query and feedback in time.Based on the present situation of cultivated land in China, this paper introduces the management status of cultivated land resources in the United States, Russia, Japan and China respectively.This system takes .NET as the program development platform, adopts the advanced Window10 as the operating system and C / S as the network mode, takes the superior performance of Microsoft Visual Studio 2015 as the system opening tool, and takes the succinct and efficient C#7.0 as the program development language.And use the latest SQL Server2016 as the background database management system.The system is suitable for all levels of land sector and helps staff to better manage cultivated land, protect cultivated land, prevent the loss of cultivated land, and leave precious material wealth for future generations.
