高标准农田建设的政府和社会资本合作模式:经验、问题和对策

【摘要】：高标准农田建设可通过引入政府和社会资本合作(PPP)模式以减轻政府在农业综合开发方面的财政支出压力,同时为日益壮大的社会资本提供市场空间。本文借鉴了发达国家PPP模式的实践经验,针对中国高标准农田项目创新投融资模式面临的主要问题,提出要设立专门的中央及地方PPP技术支持服务中心,积极采用WA(打包协议)、BBO(Buy-Build-Op-erate)和BOO(Build-Own-Operate)模式,通过提高项目盈利水平和完善财政支持方式降低项目主体的融资难度,以及设计高标准农田后期维护的激励机制等。
[Abstract]:High standard farmland construction can reduce the financial expenditure pressure of the government in the agricultural comprehensive development by introducing the PPPmodel of government and social capital cooperation, and at the same time provide the market space for the growing social capital. This paper draws lessons from the practical experience of the PPP model in developed countries, aiming at the main problems faced by the innovative investment and financing mode of high standard farmland projects in China, and proposes to set up special central and local PPP technical support service centers. In this paper, we adopt the WA( package protocol) and BOOBBO-Build-Own-Operatemode actively to reduce the financing difficulty of the project subject by improving the profit level of the project and the way of financial support, as well as to design the incentive mechanism for the later maintenance of high standard farmland, etc.
