【摘要】：正2016年的中央1号文件已明确提出,要"研究国家重大工程建设补充耕地由国家统筹的具体办法。"经过一年多的深入研究,2017年中央4号文件终于明确提出,在"严格程序、规范运作"的基本原则下,规范省域内耕地调剂占补的基本要求和主体责任,探索分类实施补充耕地的国家统筹,以确保补充耕地取得实效。这是一个解决实际问题的重大决策。总体来讲,有针对性地实施国家统筹
[Abstract]:The first document of the Central Committee in 2016 has clearly proposed to "study the specific measures for supplementing cultivated land for the construction of major national projects by the state as a whole."
