松原市畜禽养殖污染物总量减排形势分析与对策探讨

【摘要】:畜禽养殖污染减排是我国在深入贯彻科学发展观的实践中提出的,是在农业污染问题日益突出的情况下实施的。2011年以来,畜禽养殖污染减排立足转型发展,在畜禽养殖实践中探索,已成为当前我国探索农村环境保护新道路的重大实践。本文以循环经济等理论为基础,通过对松原市及县(市、区)畜禽养殖污染物排放现状及减排指标,松花江松原江段出境断面主要水质指标变化情况进行调查,构建松原市畜禽养殖COD、氨氮排放环境学习曲线,分析了畜禽养殖污染物排放与出境断面主要水质指标之间的相关性。利用畜禽养殖减排指标排放的环境学习曲线,预测松原市到“十二五”末期,畜禽养殖减排约束性指标的可达性,以及畜禽养殖污染物排放对出境断面主要水质指标的影响,为进一步分解减排任务及松原市“十三五”环境保护规划提供技术支撑,为政府管理部门制定松原市发展转型战略及相应政策提供参考依据。本文在借鉴国内外畜禽养殖治污减排成功经验的基础上,结合松原市实际情况,有针对性地进行了相关对策探讨,构建了源头减排、过程控制、末端治理相结合的全过程畜禽养殖污染控制与管理体系。
[Abstract]:The emission reduction of livestock and poultry pollution is put forward in the practice of carrying out the concept of scientific development in our country, and it is implemented under the condition that the problem of agricultural pollution becomes more and more prominent. Since 2011, the emission reduction of livestock and poultry pollution has been based on the transformation and development. Exploring in the practice of livestock and poultry breeding has become an important practice in exploring a new way of rural environmental protection in our country. Based on the theory of circular economy, the present situation of pollutant emission and emission reduction targets of livestock and poultry breeding in Songyuan city and county (city, district), and the changes of main water quality indexes in the exit section of Songhua River are investigated in this paper. The environmental learning curve of COD, ammonia nitrogen emission from livestock and poultry breeding in Songyuan City was constructed and the correlation between pollutant discharge and main water quality indexes of exit section was analyzed. By using the environmental learning curve of emission reduction targets for livestock and poultry breeding, the paper predicts the reachability of binding emission reduction targets for livestock and poultry breeding from Songyuan to the end of the 12th Five-Year Plan, as well as the effects of pollutants emissions from livestock and poultry on the main water quality indicators of exit sections. It provides technical support for further decomposing the task of emission reduction and the 13th five-year plan of environmental protection in Songyuan City, and provides the reference basis for the government management department to formulate the development transformation strategy and corresponding policies of Songyuan City. Based on the successful experience of domestic and foreign livestock and poultry breeding in pollution control and emission reduction, combined with the actual situation of Songyuan City, the paper discussed the relevant countermeasures and constructed the source emission reduction and process control. The whole process of livestock and poultry pollution control and management system combined with end control.
