建设用地指标跨区域市场化配置可行性分析

【摘要】:正为保护18亿亩耕地红线,我国实行最严格耕地保护制度,并且在土地管理政策上明确限制耕地的跨省(市、区)占补平衡。但从目前政策实行的实际结果来看,东部沿海发达地区对建设用地指标需求量较大,而国家分配的建设用地指标严重不足,导致一些项目无法落地。在西部地区,虽然用指标征收土地,建造了不少工业园区,但由于西部很多地区不具备发展工商业的条件,造成园区空置。这些问题的根
[Abstract]:In order to protect the red line of 1.8 billion mu of arable land, China implements the strictest cultivated land protection system, and clearly restricts the balance between provinces (cities, districts) of cultivated land in terms of land management policy. However, from the actual results of the current policy implementation, there is a large demand for the construction land indicators in the developed areas of the eastern coastal areas, while the construction land indicators allocated by the state are seriously insufficient, leading to the inability of some projects to land on the ground.
