【摘要】:电动汽车消费者充电价格由电网充电电价和充电服务价格两者构成。在国家已经出台电网充电电价基础上,电动汽车充电服务价格是否合理是影响电动汽车产业化发展的关键问题之一。提出一种电动汽车充电服务价格制定方法。该方法基于外部效应理论,通过分析充电站建设成本、运维成本、财务成本、电能所替代的能源类型等影响充电设施运营商和电动汽车消费者成本效益的主要因素,建立了成本一效益分析数学模型,分别从静态和动态角度分析双方投资使用电动汽车的经济性,研究电动汽车充电服务销售者与消费者双方价格匹配曲线,为政府制定充电服务价格提供决策依据。以西安市典型充电站为例进行了测算分析,结果表明提出的充电电价测算方法的合理性和有效性。
[Abstract]:The charging price of electric car consumers consists of both the charging price of the power grid and the price of the charging service. On the basis of the State Grid charging tariff, whether the price of electric vehicle charging service is reasonable is one of the key issues that affect the development of electric vehicle industrialization. A pricing method for charging service of electric vehicles is proposed. This method is based on the externality theory, the main factors of electric vehicle charging infrastructure operators and consumers through the cost benefit analysis of charging energy types affect the cost, maintenance cost, financial cost, construction of power station can be replaced, established a mathematical model of cost benefit analysis, respectively, from the analysis of static and dynamic view of the economy of both investment the use of electric vehicles, electric vehicle charging service, both sellers and consumers price curve, to provide decision-making basis for the government to make the price of service charge. Taking the typical charging station of Xi'an as an example, the calculation and analysis are carried out, and the results show that the proposed method of charging electricity price is reasonable and effective.
