内蒙古经信委电子政务平台设计与实现

【摘要】：内蒙古经济和信息化委员会是由原内蒙古自治区经委、信息化工作办、国防科工办、农牧业产业化等单位于2010年4月正式合并组成的新的内蒙古政府组成机构。之前各部门之间业务数据都是彼此独立分割的,这样的限制在一定程度上严重影响了部门协同办公的效率。由于部门的合并,拥有一个能够统筹管理各部门人员以及工作的管理平台就显得尤为重要。因此,建立电子政务平台已成为内蒙古经信委迫切的需求。本文通过与相应人员沟通之后,对业务需求有了进一步的了解,进行了详细的需求分析,对平台进一步进行规划。最终,本文采用ASP.NET和SQL Server技术,通过B/S架构设计和实现了该平台。并且还基于Android开发了对应的移动APP,更加方便人们的使用。该平台分为了经信资讯、信息公开、网上办事、互动交流、经信专栏、专题聚焦、党建工作7个板块。并且每一个板块还包含若干子板块,例如,信息公开下面的公开目录、依申请公开,网上办事板块下面的事项申报,互动交流下面的主任信箱等。这样的结构使得业务逻辑更加清晰明朗。其中,经信资讯、经信专栏、专题聚焦、党建工作主要是用来展示不同类型的新闻;信息公开主要是政府对群众公开的信息,使政府办公更加透明化;网上办事为民众提供了在网上进行事项申报的平台;互动交流为民众和政府人员的沟通提供了便捷的桥梁。目前该系统已经正式投入使用,提高了政府办公的效率,也为社会公众与政府机构之间的沟通提供了方便快捷的桥梁。
[Abstract]:The Inner Mongolia Economic and Informatization Commission is composed of the former Inner Mongolia Autonomous region Economic Commission, the Information work Office, and the National Defense Section work Office. Agricultural and animal husbandry industrialization and other units were formally merged in April 2010 to form the new Inner Mongolia government. Before the business data between the departments are separate from each other. Such restrictions to a certain extent seriously affect the efficiency of departmental collaborative office. As a result of the merger of departments, it is particularly important to have a management platform that can manage the personnel and work of various departments as a whole. The establishment of e-government platform has become an urgent need of the Nei Mongol Economic and Information Commission. After communication with the corresponding personnel, this paper has a further understanding of the business requirements and detailed requirements analysis. Finally, this paper adopts ASP.NET and SQL Server technology. The platform is designed and implemented through the B / S architecture, and the corresponding mobile app is developed based on Android, which is more convenient for people to use. The platform is divided into trusted information and information disclosure. Online services, interactive exchanges, letter columns, special focus, party building work seven blocks. And each board also contains several sub-sections, such as, information disclosure below the open directory, as requested. This structure makes business logic clearer and clearer. Among them, information via letter, column by letter, special focus. Party building work is mainly used to display different types of news; The information disclosure is mainly the information which the government opens to the masses, making the government office more transparent; Online service provides a platform for the public to declare matters on the Internet; Interactive communication provides a convenient bridge for the communication between the public and government personnel. At present, the system has been formally put into use, improving the efficiency of government offices. It also provides a convenient bridge for the communication between the public and government agencies.
