【摘要】：自2015年3月以来,国家提出加强商事制度改革后的事中事后监管,建立全国统一的企业信息公示大数据平台,把市场监管体系这张“网”织好织密。为此,国家工商总局立即着手研究建设“国家企业信用信息公示系统”。全国统一部署,各省分部实施研究和建设。本文以省级信用信息公示系统研究与建设作为选题。本文按照软件开发流程,开展实地业务调研,根据实际工作总结分析系统建设相关内容。实现国家及国家工商总局对省级工商关于《全国信用信息公示系统》的建设要求,并充分融合国家工商总局对该项目的具体指导意见,以信息公示为目的、以现有公示为前提、以现有基础设施为支撑、以实现信息共享为重点、以大数据分析为手段、以安全及运维体系为保障的企业信用信息公示平台。针对XX省企业信用信息公示系统现状调查和需求分析,从省级系统的五大建设方向开展研究与建设。开展系统的五大建设任务,改扩建XX省现有的企业信用信息公示系统及地方协同监管平台。采取国家统一的接口,优化省级公示系统结构。采用Elastic Search搜索集群和Redis缓存集群技术,分别来支撑系统的搜索服务和减轻数据库的压力,提升系统的整体性能。同时,采用若干相关新技术增强了统计分析部分功能。协同监管平台强化和突出了严重违法失信企业信息管理、联合惩戒、双告知、简易注销和失联企业分析等功能。公示系统经功能、性能测试结果基本符合设计要求,新技术应用为系统稳定性和性能带来较大提升。

According to the actual work, summarize and analyze the relevant contents of the construction of the system, and fulfill the requirements of the State and the State Administration of Industry and Commerce for the construction of the "National Credit Information publicity system" at the provincial level for industry and commerce, And fully integrate the specific guidance of the State Administration for Industry and Commerce on the project, take the information publicity as the purpose, take the existing publicity as the premise, take the existing infrastructure as the support, take the realization of information sharing as the focus, and take big data's analysis as the means, Enterprise credit information publicity platform, which is guaranteed by security and operation and maintenance system. The investigation and demand analysis of enterprise credit information publicity system in XX province, Carry out the research and construction from the five major construction directions of the provincial system, carry out the five major construction tasks of the system, rebuild and expand the existing enterprise credit information publicity system and the local cooperative supervision platform in XX province, adopt the unified national interface, The structure of provincial public display system is optimized. The technology of Elastic Search search cluster and Redis cache cluster is adopted to support the search service of the system and reduce the pressure of the database, and to improve the overall performance of the system, at the same time, Several related new technologies have been adopted to enhance some functions of statistical analysis. The cooperative regulatory platform has strengthened and highlighted the information management of serious illegal and discredited enterprises, jointly disciplined, and twice informed, The performance test results of the public system basically meet the design requirements, and the application of the new technology has greatly improved the stability and performance of the system.
