金融资产行业的数据标准管理平台的设计与实现

【摘要】：“金融就是数据,金融就是信息”,2008年金融危机后,国际金融组织和全球中央银行对此都在进行反思,特别是在数据治理方面。中国人民银行和银行业监督管理委员会也对金融机构的数据管理非常重视,对数据质量、数据标准和数据管理体系提出了明确要求,国内多家银行陆续启动了数据标准项目,通过规范和统一业务系统的数据标准,来提升业务管理水平和决策支持能力。在金融资产管理行业也同样存在数据管控的一系列问题,但整个数据标准的建立在行业内尚为空白。某大型金融资产管理公司目前投入使用的应用系统数量达到28个,在应用层面基本满足了公司内部管理,以及业务处理主要流程的信息化需求,但在数据管控层面仍然面临着缺乏统一的数据标准、数据质量控制和数据深度利用不够等方面问题。为加强公司集团信息化建设,构建集团数据中心,推动数据治理相关工作,急需逐步解决缺乏统一数据标准的问题,急需建立数据标准管理平台。数据标准管理平台的建立需要能够规范新建信息系统,按照数据标准要求设计系统,同时也需要通过技术手段规范各个已经上线系统的数据能够达到数据标准要求,这就需要有一种新的方法来构建数据标准管理系统,本文作者构建了以元数据为核心的数据标准管理平台,以元数据为基础,采集各个已有系统数据作为技术元数据,管理数据标准作为业务元数据,建立业务与技术元数据对应,从而能够实现数据标准成果的管理与落地的目的。本文作者针对金融资产管理行业的数据标准缺失问题,通过广泛调研,参考行业内标准,形成了适合金融资产管理公司的国内第一套数据标准,并形成以元数据为核心数据标准管理平台实现了对数据标准的管理与落地。对未来金融资产行业的数据标准建设有很强的指导意义。
[Abstract]:"Finance is data, finance is information." in 2008, after the financial crisis, international financial organizations and global central banks were reflecting on this. Especially in the area of data governance. The people's Bank of China and the Banking Regulatory Commission also attach great importance to the data management of financial institutions, and have made clear requirements for data quality, data standards and data management systems. Many domestic banks have started data standard projects one after another to improve business management level and decision support ability by standardizing and unifying the data standards of business systems. There are also a series of problems of data control in the financial asset management industry. However, the establishment of the whole data standard is still blank in the industry. The number of application systems put into use by a large financial asset management company now reaches 28, which basically satisfies the internal management of the company at the application level. And the information demand of the main process of business processing, but still facing the problems of lack of unified data standard, data quality control and insufficient utilization of data at the level of data control. To construct group data center and promote data management work, it is urgent to solve the problem of lack of unified data standard, to establish data standard management platform, and to establish data standard management platform to standardize new information system. According to the requirements of data standards, the design system needs to be standardized by technical means to meet the requirements of data standards, which requires a new method to build a data standard management system. The author of this paper constructs a data standard management platform with metadata as the core. Based on metadata, the author collects the existing system data as technical metadata, and manages data standard as business metadata, and establishes the correspondence between business and technical metadata. In order to achieve the goal of managing and landing the results of data standards, the author of this paper aims at the lack of data standards in the financial asset management industry, through extensive research, referring to the industry standards, Formed the first set of domestic data standards suitable for financial asset management companies, The metadata as the core data standard management platform has realized the management and landing of the data standard, which has a strong guiding significance for the construction of the data standard in the future financial asset industry.
