基于流程驱动的县级电子政务服务平台设计与实现

【摘要】:随着计算机技术和信息产业的快速发展,信息技术不断渗透到社会各行各业,从"衣、食、住、行"等各个方面深刻改变我们的生活方式和工作方式,在传统政务服务方面也带来了一场新的革命。现有的电子政务系统主要集中在大中型城市,而且其功能以信息公开为主,区县级城市的电子政务系统还在起步阶段,同时各个委办局、机构单位都建设有各自的业务信息系统,由于行政壁垒、物理隔离等原因,导致这些系统很难做到互联互通,形成一个"信息孤岛",用户办理一个业务,往往需要多个部门来回跑,从而使政府服务存在着工作效率低,群众评价差等问题本文基于前期研究成果和项目开发基础,针对湖南某县级城市,从财政审核、收支、发证等方面着手进行需求分析,给出了架构设计、数据库设计和详细设计,并搭建了县级电子政务服务平台。本系统具有如下几个特点:1.采用开源的工作流引擎作为流程驱动引擎,实现了电子政务服务平台消息的快速传递,如平台的财政审核模块通过流程驱动引擎,规范业务办理流程,及时将业务信息、业务消息推送给处理部门和处理人员,大大加快信息在各个部门流转的速度,提高业务办理效率;2.电子政务服务平台与多个委办局、机构单位的业务系统进行无缝衔接,实现这些系统与平台的数据共享、消息共享,真正实现政务业务"一条龙"办理;3.平台的发证打印模块实现了业务凭证纯电子化打印模式,改变了以往的手写凭证模式,提高了证件的规范性和防伪性;4.平台统计分析模块通过丰富的图表展示,可以让领导层快速、实时了解业务办理情况,对平台运营情况有直观的了解。本系统具有良好的可扩展性、可移植性、可重用性。系统测试和试运行结果表明,系统运行安全、可靠、稳定,能够满足区县级电子政务的各项业务需求,切实提高政务服务工作效率,具有很好的易用性和应用推广价值。
[Abstract]:With the rapid development of computer technology and information industry, information technology has continuously penetrated into all kinds of industries in society. It has profoundly changed our way of life and working way from the aspects of "clothing, food, housing, transportation" and so on.In the traditional government service has also brought a new revolution.The existing e-government systems are mainly concentrated in large and medium-sized cities, and their functions are mainly information disclosure. The e-government systems of district and county-level cities are still in their infancy. At the same time, each commission office,Because of administrative barriers, physical isolation and other reasons, it is very difficult for these systems to be interconnected, forming an "information island" where users can handle a business.It often needs many departments to run back and forth, so that there are problems such as low efficiency of government service, poor evaluation of the masses and so on. Based on the previous research results and the foundation of project development, this paper aims at a county city in Hunan Province, from the financial audit, revenue and expenditure.The requirement analysis is carried out in the aspects of issuing license and so on. The architecture design, database design and detailed design are given, and the county-level e-government service platform is built.The system has the following characteristics: 1.The open source workflow engine is used as the process-driven engine, which realizes the rapid transmission of information in the e-government service platform. For example, the financial audit module of the platform, through the process-driven engine, standardizes the business process and timely transmits the business information.The business message is pushed to the processing department and the processing personnel, greatly speeds up the information in each department circulation speed, enhances the service processing efficiency to 2.E-government service platform is connected seamlessly with the business systems of many agencies and institutions, so as to realize the data sharing and message sharing between these systems and the platform, so as to realize the "one-stop" management of government affairs business.The card printing module of the platform realizes the pure electronic printing mode of business voucher, changes the previous handwritten voucher mode, and improves the standardization and anti-forgery of the certificate.The platform statistical analysis module through the rich chart display, can let the leadership quickly, the real-time understanding service processing situation, has the intuitive understanding to the platform operation situation.The system has good expansibility, portability and reusability.The results of system test and trial operation show that the system is safe, reliable and stable, which can meet the business requirements of county level e-government, and improve the efficiency of government affairs service. It has good usability and application promotion value.
