大数据指数的编制方法与应用研究

【摘要】:进入2010年大数据元年来,“大数据”迅速抢占学术研究各领域的制高点。自2015年,政府将“大数据”纳入国家发展的战略高度,与“大数据”相关的发展政策得到不断的施行,由此开创了“十三五”数据中国的建设新局面。在此背景下,作为以数据为研究核心的统计学科在新的发展浪潮中蓄势待发,正经历“大数据+统计”的新变革。变革的目的并不仅仅局限于数据来源的改变,更重要的是与数据相匹配的分析技术的创新。在统计学科中,指数作为重要组成部分,正乘着政策之助力凸显指数在社会、经济发展中的显著优势,实现自身的变革,以使得其本身能够在大数据时代下历久弥新,形成独有的“大数据+指数”的发展体系。本文则是以“大数据指数”为研究对象,研究其在“大数据+统计”变革下的自身新突破。本文的研究目的是在传统统计调查指数的基础上,对大数据指数完整分析体系进行构建;并在研究目的的基础上阐述了本文的研究内容:首先是大数据指数的内涵式界定,是从大数据指数的本质出发,包括大数据指数的定义、性质及作用等,以及大数据指数的评价、完善以及应用范围等;然后是对大数据指数的编制原则进行理论性总结,对于编制原则,参照传统统计调查指数的编制原则,将其总结为六步骤:原始数据收集、指标体系构建、数据预处理、基期、权重选择和更新、计算方法和指数调整等;最后对大数据指数的应用进行了研究探讨,主要先从两个角度出发,一是对现有的大数据指数的深度剖析,并将其与传统统计调查指数的编制原则进行了对比,更进一步的尝试性的用大数据指数对传统统计调查指数进行了实证估计;二是对传统统计调查指数的改进性编制,选取了具有代表性的太原煤炭交易价格指数,在其基础上引入了新兴大数据指数,对其进行了大数据性质的改进,以期符合大数据时代对指数发展的新要求。通过对以上内容的研究,本文从大数据指数的本质、编制原则和应用对大数据指数编制进行了总结。在本质上,明确了大数据指数的定义、性质、作用等;而后对大数据指数的编制原则进行了详细总结;最后在应用上,对大数据指数与传统统计调查指数间的关系进行了分析。在当前形势下,应寻求统计部门获取数据方式的改变,寻求多方合作,促进社会总体数据整合,有效的探索大数据指数与传统统计调查指数的有益结合,从而提高整体社会运行效率。
[Abstract]:Entering the first year of big data in 2010, big data quickly seized the commanding point of academic research in various fields. Since 2015, the government has brought "big data" into the strategic height of the national development, and the development policies related to "big data" have been continuously implemented, thus creating a new situation for the construction of China according to the 13th Five-Year Plan. Under this background, as a statistical discipline with data as the core of research, it is ready for development in the new development tide, and is undergoing the new transformation of "big data Statistics". The purpose of the change is not only to change the source of data, but also to innovate the analytical techniques that match the data. In the field of statistics, the index, as an important part, is taking advantage of the help of policies to highlight the remarkable advantages of the index in social and economic development, and to realize its own transformation, so that it can last forever under big data's time. Form a unique "big data index" development system. This paper, taking big data Index as the research object, studies its own new breakthrough under the change of big data Statistics. The purpose of this paper is to construct the complete analysis system of big data index on the basis of the traditional statistical survey index. Proceeding from the essence of big data's index, including the definition, nature and function of the big data index, as well as the evaluation, perfection and scope of its application, and so on; then it makes a theoretical summary of the compilation principles of the big data index. Referring to the compiling principle of traditional statistical survey index, it is summarized as six steps: raw data collection, index system construction, data preprocessing, base period, weight selection and update, calculation method and index adjustment etc. Finally, the application of big data index is studied and discussed. First, it analyzes the depth of the existing big data index, and compares it with the compiling principle of traditional statistical survey index. Further try to use big data index to estimate the traditional statistical survey index; second, improve the compilation of the traditional statistical survey index, and select the representative Taiyuan coal trading price index. On the basis of it, the new big data index is introduced, and its nature is improved in order to meet the new requirement for the development of the index in big data era. Through the study of the above contents, this paper summarizes the compilation of big data index from the essence, compiling principle and application of big data index. In essence, the definition, nature and function of big data index are defined, then the principle of compiling big data index is summarized in detail. Finally, the relationship between big data index and traditional statistical survey index is analyzed in application. Under the current situation, we should seek a change in the way statistics departments obtain data, seek multi-party cooperation, promote the integration of overall social data, and effectively explore the beneficial combination of big data index and traditional statistical survey index. So as to improve the overall efficiency of social operation.
