【摘要】：由于贸易全球化步伐的加快,技术性贸易壁垒在进出口方面的影响也随之迅速增大,其具备的灵活性、隐蔽性和歧视性正在阻碍我国的贸易出口,限制我国的经济发展。通常技术性贸易措施会以网络资讯的方式在不同的网站上发布,为了让国内企业能更快感知这些潜在风险并有效应对,对大量的贸服资讯进行实时汇聚、加工和分析,来获取其中的专业知识情报,就显得极为重要。本文依托宁波出入境检验检疫局技术性贸易服务中心的项目需求,构建了一套面向对外贸易服务领域的专业知识情报系统,主要工作包括:1)利用贸服中心提供的种子站点持续汇聚互联网贸服资讯,搭建结构化与非结构化数据的混合存储模式;2)以人机协作的方式构建和完善领域知识库;3)对资讯展开知识加工,实现精准搜索、订阅、编辑、推荐、推送等基础服务;4)构建事件模板,来提取海量资讯中的事件信息,支持专业情报可视探查,同时提供事件提醒服务。面向对外贸易服务领域的专业知识情报系统的应用成果,检验检疫贸服中心网站,经过测试和部署,已经开始投入使用,初步验证了系统的价值。
[Abstract]:With the acceleration of the pace of trade globalization, the impact of technical barriers to trade on import and export has increased rapidly. Its flexibility, concealment and discrimination are hindering China's trade exports and restricting China's economic development. Usually, technical trade measures are published on different websites in the form of network information. In order to enable domestic enterprises to perceive these potential risks more quickly and deal effectively with them, a large amount of trade service information is aggregated, processed and analyzed in real time. It is very important to obtain the professional knowledge and information. Based on the project demand of the technical trade service center of Ningbo Entry-Exit Inspection and Quarantine Bureau, this paper constructs a set of professional knowledge information system for foreign trade service. The main work includes: 1) using the seed sites provided by the Trade Service Center to continuously converge on Internet trade service information. Build the mixed storage mode of structured and unstructured data. (2) construct and perfect domain knowledge base in the way of man-machine cooperation) carry out knowledge processing to realize accurate search, subscribe, edit and recommend, Push and other basic services 4) construct event template to extract event information from mass information, support visual exploration of professional intelligence, and provide event alert service. The application results of the specialized knowledge information system in the field of foreign trade service, the website of the inspection and quarantine trade service center, have been put into use after testing and deployment, and the value of the system has been preliminarily verified.
