农村集体土地使用权确权登记及其系统平台设计

【摘要】:我国是一个农业为主的国家,农村土地问题的解决关系着国家基本的安定环境。我国目前存在的土地问题主要体现在农民土地的所有权的问题的解决,所有权问题的解决是对农民土地基本权益的保护,所以在中央几次全国性质的土地勘测之后,需要解决的问题不但可以推进农业的快速发展,也可以极大的推进农村问题的解决。所以与中央政策为基准,实施全国范围内的土地确权工作是一项迫切和关键性的硬性任务。论文中主要是通过对我国土地确权工作中存在的问题展开分析,对农村土地权属的转变问题,农村环境问题对土地确权问题的影响进行了分析,确定了土地确权的基本内容,集合土地确权工作后发证的重要性,设计了基于GPS和GIS技术结合的土地确权系统平台来保证土地确权高效完整的进行。论文中系统平台的设计包括土地信息的采集,空间信息的制图处理,土地数据库的设计等工作,在GPS土地数据的采集部分采用了GPS网格布局的方式采集数据信息;GIS得到土地数据信息之后进行空间土地数据的规范化制图和封装,最后将数据发送到数据库中进行存储和管理,这种设计模型的系统平台是一种通用性质的系统平台,具有一定的扩展性和移植性,为今后系统技术更新和新技术的添加打下基础。最后,论文通过对土地确权的具体分析进行了平台软件架构的设计,确定了各个模块的功能作用和执行流程之后确定了农村土地确权的具体流程和土地流转的处理流程,对农民土地的权益保护起到了至关重要的作用。
[Abstract]:China is an agricultural-oriented country, the solution of rural land problem is related to the country's basic stable environment. The existing land problems in our country are mainly reflected in the solution of the problem of peasants' ownership of land, the solution of which is the protection of the basic rights and interests of peasants' land, so after several national land surveys conducted by the central government, The problems that need to be solved can not only promote the rapid development of agriculture, but also greatly promote the solution of rural problems. Therefore, it is an urgent and crucial task to carry out the land confirmation work in the whole country based on the central policy. This paper mainly analyzes the problems existing in the work of land ownership in China, analyzes the transformation of rural land tenure and the impact of rural environmental issues on land ownership, and determines the basic content of land ownership. Based on the importance of land certification, a land ownership system platform based on GPS and GIS technology is designed to ensure the efficient and complete implementation of land ownership. The design of the system platform includes the collection of land information, the mapping of spatial information, the design of land database, etc. In the part of GPS land data collection, the way of GPS grid layout is adopted to collect data information. After obtaining land data information, the spatial land data is standardized mapped and encapsulated. Finally, the data is sent to the database for storage and management. The system platform of this design model is a kind of general system platform, which has certain expansibility and portability, which lays the foundation for the updating of system technology and the addition of new technology in the future. Finally, through the concrete analysis of the land ownership, the paper designs the platform software architecture, determines the function of each module and the implementation process, and then determines the specific process of rural land confirmation and land transfer processing. It plays a vital role in the protection of farmers' land rights and interests.
