珠海市电子公文协同处理系统的设计与实现

【摘要】：经过多年的建设和发展,珠海市已建立了相对完善的电子政务系统,各部门也都根据自身工作性质建立了各自不同的业务应用系统,这些系统的建立对于推行电子政务应用发挥了重要作用。但随着经济社会的快速发展和利益关系的调整分配变化,社会不稳定因素和违法犯罪活动不断增多,现阶段公安机关电子政务作为珠海市电子政务系统的使用者之一,工作方面存在行文效率低下力,执行力差,缺乏考评机制等问题。这些问题的出现已严重影响公安机关的信息化管理工作,因此必须大刀阔斧地进行公安信息化改革,建立更适合公安机关工作性质,实操性强、针对性强的公安电子政务系统势在必行。建立依托珠海市电子政务系统,以公安信息网络为基础,科学合理完善的电子公文系统,对于提高公安机关的管理水平,提高公安机关各部门的工作效率,切实提高对犯罪的打击力度,更好地保证人民群众生命财产安全和社会治安,具有十分重大的意义。本系统结合公安工作的实际,整合原有系统模块,在该应用平台中搭建了待办事项、公文管理、事务督办、电子公告、日程安排、我的查询、个人办公、通讯录、文件柜、交换中心、系统管理等模块,我们希望通过这些模块的整合和新设能够更有针对性的解决当前公安工作中面临的问题,更好地为公安信息化服务。该系统是对原有系统的完善和升级,目前还没有对新系统进行正式命名,故暂以“珠海市电子公文协同处理系统”称呼。
[Abstract]:After years of construction and development, Zhuhai has established a relatively perfect e-government system, and various departments have also established their own different business application systems according to their working nature. The establishment of these systems plays an important role in the implementation of e-government applications. However, with the rapid development of economy and society and the adjustment and distribution of interest relationship, the social instability factors and illegal and criminal activities are increasing. At present, the public security organ e-government is one of the users of the e-government system in Zhuhai. There are some problems in the work, such as inefficient writing, poor execution, lack of evaluation mechanism and so on. The emergence of these problems has seriously affected the information management work of the public security organs. Therefore, we must carry out the information reform of the public security organs in a drastic way to establish a more suitable nature for the work of the public security organs. It is imperative that the public security e-government system has strong pertinence. The establishment of a scientific and reasonable electronic document system based on the electronic government affairs system of Zhuhai City, based on the public security information network, will improve the management level of the public security organs and the work efficiency of the public security organs. It is of great significance to improve the crackdown on crime and ensure the safety of people's life and property and public order. This system combines the reality of the public security work, integrates the original system module, has built in this application platform to do the matter, the official document management, the affairs superintendence, the electronic announcement, the schedule arrangement, my inquiry, personal office, address book, file cabinet, Exchange center, system management and other modules, we hope that through the integration of these modules and the new design can be more targeted to solve the problems faced by the current public security work, and better serve for the police information. The system is to perfect and upgrade the original system, but the new system has not been formally named at present, so it is called "Zhuhai Electronic document Cooperative processing system" for the time being.
