基于生态安全格局的丘陵城市空间增长边界研究

【摘要】：土地资源是我们生存与发展的基础，土地的可持续利用亦是全面实现可持续发展的基本保障。随着我国经济的快速发展、城市化进程的不断推进和社会的日益进步，我国各个地区滋生出的城市空间扩展问题与矛盾也日渐突出，城市面临土地资源供需紧张、集约利用水平低下、土地利用结构的不合理、城市用地的低效蔓延增长（膨胀开发）以及生态环境恶化等问题。城市发展囊括经济、社会、生态等方面的均衡和可持续发展，城市扩展并不能以城市土地的无限制扩张作为其发展特征。在意识与了解城市发展与城市用地之间的矛盾之后，探索如何平衡城市用地合理扩展与制约城市无限制扩展两者之间关系的方法即成为当前最为关注的议题。基于该问题的探讨，本文在综合扩展模式、生态、时间、经济等各方面因素的考虑，汲取国内外城市增长边界的相关研究理论和判定方法的经验之道，对丘陵城市用地扩展及城市增长边界进行研究，并基于“生态安全格局”的研究，通过对丘陵城市各建设、生态环境等因子的分析，明确城市刚性与弹性增长边界的判定方法，从而对丘陵城市增长边界的界定总结出一个相对直观的分析方法，有助于将城市用地由外延粗放式增长调整为较为合理发展的内涵集约式增长，尽可能有效利用城市土地资源，提高城镇土地利用率，最大限度地缓解近年由城市经济快速发展所带来土地短缺的供需矛盾，，并且改善和保护城市生态环境，真正实现城市土地的可持续发展。尽管本文探索的相关内容还正处于初步理论研究和实践探究阶段，但明确和判定城市空间合理的增长边界，使其生态健康地增长是当前城市空间扩展的趋势所在，将成为当下城市发展研究的焦点和热点。
[Abstract]:Land resources are the basis of our survival and development, and the sustainable use of land is also the basic guarantee to achieve sustainable development. With the rapid development of our economy. With the development of urbanization and the progress of society, the problems and contradictions of urban spatial expansion are becoming more and more prominent in various areas of our country. The cities are faced with the shortage of supply and demand of land resources and the low level of intensive utilization. The unreasonable structure of land use, the inefficient spread of urban land (expansion and development) and the deterioration of ecological environment. Urban development includes economic, social, ecological and other aspects of balanced and sustainable development. Urban expansion cannot be characterized by unlimited expansion of urban land. After awareness and understanding of the contradiction between urban development and urban land use. How to balance the relationship between rational expansion of urban land and restriction of unlimited urban expansion has become the most concerned topic. Based on the discussion of this problem, this paper takes into account the factors of expansion model, ecology, time, economy and so on, and draws on the experience of the relevant research theories and judgment methods of the urban growth boundary at home and abroad. Based on the study of "ecological security pattern", the paper analyzes the construction and ecological environment of hilly cities. The determination method of urban rigid and elastic growth boundary is defined, and a relatively intuitive analysis method is summarized for the definition of hilly urban growth boundary. It is helpful to adjust urban land use from extension and extensive growth to intension intensive growth of reasonable development, to make use of urban land resources as effectively as possible and to improve urban land utilization ratio. The contradiction between supply and demand caused by the rapid development of urban economy in recent years is alleviated to the maximum extent, and the urban ecological environment is improved and protected. Although the relevant content of this paper is still in the preliminary theoretical research and practical exploration stage, but clear and determine the reasonable growth boundary of urban space. It is the current trend of urban spatial expansion to make its ecological healthy growth, which will become the focus and hot spot of urban development research.
