产业转型趋势下的攀枝花新区用地规划探索

【摘要】：资源型城市的产业转型这一话题早在多年前便已开展的如火如荼，是一个世界性的热点问题。近年来，随着我国计划经济时代快速发展的多个矿产资源型城市纷纷面临资源枯竭亟待产业转型，这一问题越来越受到普遍重视与研究。攀枝花这座城市的起源与发展具有鲜明的以矿兴城特征，在很大程度上具有一定的代表性。对攀枝花市主动寻求产业转型的研究不仅是对之前计划经济时代城市规划的一种弥补，更是对未来城市发展的指引与完善。因此，对这方面的研究具有重要意义。文章在分析了国内外相关类型城市的经验与研究的基础之上，，采用了现场踏勘、对比分析、访谈等方法进行研究。本次工作以实际进行的攀枝花市城市总体规划与攀枝花新区概念性总体规划设计等项目作为载体，通过对攀枝花市以及攀枝花新区的现状情况、区位特点、优势条件、产业发展趋势等方面进行剖析，得出较为明确的产业发展门类与建议措施，并在新区拓展范围内采用规划的方法回应了产业转型所需的空间诉求，为今后攀枝花城市建设提供了参考。为科学制定新区各类城市用地的空间布局与规模提供依据，以达到推动新区经济发展、保持生态环境态势、迎合产业转型趋势和促进城市可持续发展的目的。文章最后还对新区土地利用空间布局提出了一些建议。
[Abstract]:The topic of industrial transformation of resource-based cities has been in full swing for many years. It is a worldwide hot issue in recent years. With the rapid development of China's planned economy era, many mineral resource-based cities are facing resource depletion, which is in urgent need of industrial transformation. The origin and development of Panzhihua is characterized by its development and development. To a large extent, Panzhihua is representative. The study of Panzhihua actively seeking industrial transformation is not only a remedy for the urban planning in the planned economy era, but also a guide and perfection for the future urban development. On the basis of analyzing the experience and research of relevant types of cities at home and abroad, this paper adopts field survey, and makes a comparative analysis. Based on the actual Panzhihua city master plan and Panzhihua new area conceptual overall planning and design as the carrier, through the Panzhihua city and Panzhihua new area status quo, By analyzing the location characteristics, advantages and trends of industrial development, the author draws a clear category of industrial development and suggests measures, and adopts the method of planning to respond to the demand of space for industrial transformation in the scope of development of new area. It provides a reference for the construction of Panzhihua city in the future, and provides the basis for the scientific formulation of the spatial layout and scale of all kinds of urban land in the new area, in order to promote the economic development of the new area and maintain the ecological environment situation. It caters to the trend of industrial transformation and the purpose of promoting the sustainable development of the city. Finally, some suggestions on the spatial distribution of land use in the new area are put forward.
