社会转型背景下的陕南地区新农村规划研究

【摘要】：“社会转型”的问题最早是在研究“十一五”时期浙江社会发展的基本思路中被提了出来。社会转型就是社会经济结构、文化形态、价值观念等发生深刻变化。中国社会已经从传统社会向现代社会、从农业社会向工业社会、从封闭性社会向开放性社会变迁和发展。农村在社会转型中占了很大的比重，同时对于农村社会转型而言，目前其也存在着诸多的问题。社会转型和新农村建设问题都是当今我国炙手可热的问题，而在这些年的新农村建设中，许多的问题也涌现出来，快速的建设导致现在的新农村规划建设往往过于重视效率与利益，很多的相关规划设计都忽略了很多应该考虑的问题。中国自古以来就是农业大国，然而目前，我国国民经济的主导产业已由农业转变为非农业，经济增长的动力主要来自非农业，因此，我国新农村建设重大战略性举措的实施正当其时。新农村建设和农村社会转型是相辅相成的，，新农村建设为了推进农村社会转型创造了环境基础，而农村社会转型又为新农村建设提供了思路。本课题通过研究陕南地区农村在社会转型期中所面临的如人口构成、经济结构、文化形态、政治因素的变革所带来的问题，以城乡规划的角度，对新农村的规划建设提出一些思想与方法。论文分为理论研究和规划实践两个部分，理论研究部分首先对新农村规划建设的影响要素进行分析，以陕南地区为例，讨论了地理因素、经济水平、产业结构等几个方面对新农村规划建设的影响；根据对陕南地区的调查研究，提出在社会转型背景下陕南地区农村所面临的几种问题，主要表现在人口构成、文化建设、社会保障三个方面，然后提出怎样去面对、适应及改善这些问题。规划实践部分通过对新农村规划中涉及的居住环境、公共设施、环境景观几个方面，结合陕南地区的具体情况，阐述陕南地区新农村建设在规划设计中怎么样去适应社会转型，怎样面对农村在社会转型中存在的问题，进而提出规划方法和设计手法。旨在对陕南地区的新农村规划建设提出一些思考角度，对规划设计者提供一定的借鉴。
[Abstract]:The social transformation is the social and economic structure , the cultural form , the value idea and so on . The social transformation has changed from the traditional society to the modern society , from the agricultural society to the industrial society , from the closed society to the open society .

The problems of social transformation and new rural construction are the hottest issues in our country today . In the new rural construction in these years , many problems have emerged , and the rapid construction has caused the present new rural planning construction to pay too much attention to efficiency and interests , and many of the relevant planning designs have neglected many problems that should be considered .

Since ancient China has been a great agricultural country since ancient times , the dominant industry of our national economy has been changed from agriculture to non - agricultural , and the power of economic growth is mainly from non - agriculture . Therefore , the new rural construction and rural social transformation are mutually reinforcing , and the new rural construction provides the environment foundation for advancing the rural social transformation , and the transformation of the rural society provides a train of thought for the new rural construction .

Through studying the problems of demographic composition , economic structure , cultural patterns and political factors faced by the rural areas in southern Shaanxi , some ideas and methods are put forward to the planning and construction of the new countryside in the angle of urban and rural planning .

The thesis is divided into two parts : the theory research and the planning practice , the theoretical research part firstly analyzes the influence factors of the new rural planning construction , takes the southern Shaanxi area as an example , and discusses the influence of geographical factors , economic level and industrial structure on the construction of the new rural planning ;
According to the investigation and study of the southern part of Shaanxi , this paper puts forward several problems faced by the rural areas in the south of Shaanxi under the background of social transformation , mainly in the aspects of population composition , culture construction and social security , then puts forward how to face , adapt and improve these problems .

This paper discusses how to adapt to the social transformation in the planning and design of the new rural construction in the south of Shaanxi , and then puts forward the planning method and the design method in the aspects of the residential environment , the public facilities and the environmental landscape involved in the new rural planning .
