基于乡村视角的城乡统筹规划策略研究

【摘要】：笔者曾有幸参与昭山城乡统筹规划项目，并尝试了以乡村的视角来编制该规划，，发现其成果更具现实性与可操作性，于是在本文中笔者从乡村视角出发进行了更深一步的研究，以期解决城乡协调发展问题。乡村地区是城乡统筹的重要战场，乡村地区的发展与建设，直接关系到城乡统筹发展的成功与否。目前研究的重心更多地是从“城市”的角度出发去探讨城乡统筹规划实践，忽略了当前城乡统筹的重点与关键是城乡协调发展，而乡村地区发展的实施主体是广大农村居民，且农村地区的发展受其本身的传统制度、产业、用地情况等的影响。乡村地区在城乡统筹的大背景下该如何发展，乡村地区与城市该如何协调，乡村地区如何有效接纳城市与工业的反哺，城市流入乡村地区的资源如何有效的利用？本文所考虑的城乡关系从“平等”、“和谐”和“互动”的发展方式出发，在其相关理论指导下，对现状城乡发展现状的进行分析，找出其发展中存在的突出问题，然后根据城乡统筹发展的相关理论研究，对城乡统筹规划的重点内容进行研究。文章分为以下几个部分：第一部分是城乡统筹的相关理论基础。城乡统筹的目的是提高城乡资源的互动与效率，改善乡村居民的生活环境与收入水平，同时推进城镇化的进程，其涉及的理论包括城乡共生理论、土地经济理论及城乡一体化理论。文章还分析了城乡统筹背景下城乡规划的发展趋势与转变。第二部分是城乡统筹困境及乡村问题研究。城乡建设过程中的分工不明、利益博弈、资源利用不平衡及环境破坏等问题，都是导致城乡发展不协调的原因；在乡村人口、产业、用地、服务系统等分析的基础上，文章得出了乡村居民在经济增长、环境权力、社会保障、城镇落户等方面的诉求性意愿。第三部分是基于乡村视角的城乡统筹模式及城乡统筹策略的研究。本文中总结出了四种城乡统筹模式：“融城模式”、“融资模式”、“产业现代化模式”、“整治模式”；并针对城乡统筹规划中的重大问题提出了城乡人口引导、城乡空间统筹优化、乡村产业规模化、城乡公共服务与基础设施建设等策略。第四部分是实例认证及论文结语部分。研究了湘潭市昭山示范区的城乡统筹规划的实施对策；最后提出了论文研究的不足及更深层次研究的设想。
[Abstract]:The author had the honor to participate in the Zhaoshan urban and rural planning project, and tried to draw up the plan from a rural perspective, and found that the results were more realistic and operational, so in this paper, the author carried out a further study from the rural perspective.In order to solve the problem of coordinated development of urban and rural areas.The development and construction of rural areas is directly related to the success of the overall development of urban and rural areas.At present, the focus of the research is to discuss the practice of urban and rural planning from the perspective of "city", neglecting the key point and key point of urban and rural planning at present is the coordinated development of urban and rural areas, and the main body of rural development is the vast number of rural residents.The development of rural areas is affected by its own traditional system, industry and land use.How to develop rural areas under the background of urban and rural planning, how to coordinate between rural areas and cities, how can rural areas effectively accept the feedback of cities and industry, and how can the resources flowing into rural areas be used effectively?The urban-rural relationship considered in this paper starts from the development mode of "equality", "harmony" and "interaction", under the guidance of its relevant theories, analyzes the present situation of urban and rural development, and finds out the outstanding problems existing in its development.Then according to the relevant theoretical research of urban and rural overall development, the key content of urban and rural planning is studied.The article is divided into the following parts:The first part is the relevant theoretical basis of urban and rural planning.The purpose of urban and rural planning is to improve the interaction and efficiency of urban and rural resources, to improve the living environment and income level of rural residents, and to promote the process of urbanization, which involves the theory of rural-urban symbiosis.Land economy theory and urban and rural integration theory.The article also analyzes the development trend and transformation of urban and rural planning under the background of urban and rural planning.The second part is the plight of urban and rural planning and rural issues.Such problems as unclear division of labor in the process of urban and rural construction, game of interests, unbalanced utilization of resources and environmental destruction are all the causes leading to the uncoordinated development of urban and rural areas; on the basis of analysis of rural population, industry, land use, service system, etc.The paper draws the demand will of rural residents in economic growth, environmental power, social security, urban settlement and so on.The third part is based on the rural perspective of urban and rural planning model and urban and rural planning strategies.This paper summarizes four urban and rural overall planning models: "ring-city model", "financing mode", "industrial modernization model", "regulation mode", and puts forward the urban and rural population guidance in view of the major problems in urban-rural overall planning.Urban and rural space optimization, rural industrial scale, urban and rural public services and infrastructure construction and other strategies.The fourth part is the example authentication and the conclusion of the paper.This paper studies the implementation countermeasures of urban and rural overall planning in Zhaoshan demonstration area of Xiangtan city, and finally puts forward the deficiency of the thesis and the assumption of deeper research.
