城市化进程中绿色基础设施的弹性规划途经研究

【摘要】:当下中国的城市化进程极为迅猛中,然而人居环境的提升却无法与城市的规模扩张相匹敌。尤其是处于城乡结合部的建设用地与非建设用地、城市建设用地及城市绿地往往缺乏有效的管理,使得位于城市发展轴方向上的土地呈现无序扩张状态。究其原因,当前的城市规划已难以有效的控制高速发展下的城市规模,传统的规划程序过于僵化常常落后于城市发展,缺少对城市扩张中的用地复杂性进行科学的评估,更难以针对该结果作出相对灵活的规划以应对。尤其在人居环境的重要性愈加突出的今天,传统的城市规划对绿地、自然保护地等绿色开放空间的规划和保护越来越难满足人居环境提升的需要了 因此,引入可持续发展的规划设计理念就显得尤为必要,而绿色基础设施作为一种国家自然生命保障系统,能够有效的保护和合理的发展自然环境,建立自然与人类的和谐关系,逐渐为许多国家采纳成为一种主流的规划方式。而美国马里兰州的“绿图计划”可谓是GI实践案例中的佼佼者,其发明的绿色基础设施评价模型(Green Infrastructure Assessment)能够迅速评估和识别土地的生态价值和生态资源优劣,被证明是GI规划实践中最有价值的工具,因而利用其作为我国GI实践的主要技术性工具非常必要。 而为了应对我国城市规划的现实需求和困境,GI规划还需做出适应性革新,才能与城市规划系统有效的结合,真正广泛应用于实践。因此,弹性规划(Flexible Planning)以其灵活的特性和在土地规划领域的实践应用成为融入绿色基础设施规划的最佳选择。在本文研究中,通过深入研究二者的特性和原理,将其与绿色基础设施理论有机融合,通过利用GIA评估工具提出弹性评估体系(Flexibility Assessment),发掘GI与FP的共同基础,创立绿色基础设施的弹性规划体系(即GI-FP体系)。该规划体系能够与现有城市规划和土地规划等体系形成融合,增强GI规划的弹性适应力。以此来化解建设与保护、近期与远期之间的矛盾,满足城市良性持续发展的需求。而后,通过自贡市釜溪河复合绿道总体规划的实践来验证GI-FP体系的可行性,为其在更广泛范围的实践提供有价值的参考。
[Abstract]:At present, China's urbanization process is extremely rapid, but the improvement of the living environment can not match the expansion of the scale of the city.Especially in the combination of urban and rural construction land and non-construction land, urban construction land and urban green space often lack of effective management, so that the land located in the direction of urban development axis presents a state of disorderly expansion.The reason is that the current urban planning has been difficult to effectively control the scale of the city under the rapid development, the traditional planning process is too rigid and often lags behind the urban development, the lack of scientific evaluation of the complexity of the land use in urban expansion.It is more difficult to make a relatively flexible plan for this result to deal with.Especially, the importance of human settlements is becoming more and more prominent today, the traditional urban planning for green space, natural conservation and other green open space planning and protection is becoming more and more difficult to meet the needs of the upgrading of the human settlements environment.Therefore, the introduction of sustainable development planning and design concept is particularly necessary, and green infrastructure as a national natural life support system, can effectively protect and reasonable development of the natural environment,The establishment of a harmonious relationship between nature and mankind has gradually been adopted by many countries as a mainstream planning method.The Green Map Project in Maryland, USA, is one of the best examples of GI practice. Its Green Infrastructure Assessment Model can quickly assess and identify the ecological value of land and the advantages and disadvantages of ecological resources.It has been proved to be the most valuable tool in GI planning practice, so it is necessary to use it as the main technical tool of GI practice in China.In order to deal with the actual needs and difficulties of urban planning in China, GI planning still needs to make adaptive innovation, in order to effectively combine with urban planning system, it is widely used in practice.Therefore, flexible planning is the best choice to integrate green infrastructure planning with its flexible characteristics and practical application in the field of land planning.In this paper, through in-depth study of the characteristics and principles of the two, the green infrastructure theory and the organic fusion, through the use of GIA evaluation tools to propose a flexible assessment system, to explore the common foundation of GI and FP,Create a flexible planning system for green infrastructure (GI-FP).This planning system can be integrated with the existing urban planning and land planning systems to enhance the elastic adaptability of GI planning.In this way, the contradiction between construction and protection, short-term and long-term can be resolved to meet the demand of benign and sustainable development of the city.Then, the feasibility of the GI-FP system is verified by the practice of the master planning of the complex green road in Kaoxi River, Zigong City, which provides a valuable reference for its practice in a wider range.
