城市小尺度街区研究

【摘要】:街区做为城市的基本构成单元,最为直观的反应城市的形象特征和功能品质,不同功能的街区是形成城市多样物质空间的基础。当前城市快速发展,要求创造更多的就业、商业价值,创造舒适宜居的居住生活环境,这使得街区的合理营造成为城市发展与振兴的积极因素之一。 而长期以来我们在城市规划上遵循的以功能分区为基础,,划分出大面积功能单一的城市功能区。同时受雷德朋规划(Clarence Stein,1957)和Perry(佩里)邻里单元理论影响,即通过居住围绕组团中心公共绿地和设施形成邻里单元,形成大尺度的城市街区。各种因素导致当前我国城市土地的扩张模式特别是在新城区建设中追逐大尺度甚至超大尺度街区。而这种大尺度街区的扩张模式极大的阻碍了城市的发展,带来一系列城市问题。例如城市交通可达性差反应出的城市机动车交通拥堵,步行环境恶劣。城市新老城区肌理破碎,风格各异,新城区肌理千城一面。景观环境变差,大尺度公园广场缺乏亲人尺度与参与性,导致资源闲置与浪费等等问题。同时,大尺度街区的不断扩张也带来城市土地的高消耗和低效率利用,导致城市的“摊大饼”模式发展。 在国家提倡建设节约型社会的要求下,如何在城市层面落实节约型社会的要求,实现城市的可持续增长,营造内容丰富的城市生活等问题变得十分迫切。因此,本文以城市街区作为基本的研究对象,从当前街区建设中所反应出的实际问题出发,结合国内外相关建设经验成果,提出在小尺度下的城市街区建设规划,通过对目前的“大马路,大街坊”与“小尺度,小街坊”的优劣对比,反应出在土地利用,基础设施建设,交通环境优化,城市活力与土体价值提升等方面小尺度街区的独特优势,并对其规划原则与建设策略等方面进行初步的探讨。 本文试图通过在小尺度模式下的城市街区规划研究,探讨在适应国家建设节约型社会的要求下,在城市街区层面通过城市土地利用,基础设施建设,交通环境优化,城市活力与土地价值提升等方面进行可持续的设计,以达到城市的紧凑集约型发展,优化城市功能布局,以人为本,提升城市活力的途径。
[Abstract]:As the basic component unit of the city, the street block reflects the image characteristics and the function quality of the city directly. The different function block is the foundation of forming the various material space of the city. At present, the rapid development of the city requires the creation of more employment, commercial value, and a comfortable and livable living environment, which makes the rational building of the city block become one of the positive factors for the development and revitalization of the city. For a long time, we have followed the functional zoning in urban planning, and divided a large area of urban functional areas into single functional areas. At the same time, it is influenced by Clarence Steinn (1957) and Perry (Perry) Neighbourhood Unit theory, that is to say, the neighborhood unit is formed by living around the public green space and facilities in the center of the regiment, forming a large scale urban block. All kinds of factors lead to the expansion mode of urban land in our country, especially in the construction of new urban area. The expansion model of this large-scale block greatly hinders the development of the city and brings a series of urban problems. For example, the poor accessibility of urban traffic reflects the urban traffic congestion and poor walking environment. City old and new city texture broken, different styles, new city texture thousands of city side. The landscape environment becomes worse, the large-scale park square lacks the relative scale and the participation, causes the resources idle and the waste and so on question. At the same time, the continuous expansion of large-scale blocks also brings high consumption and low efficiency of urban land use, leading to the development of the "big cake" mode of the city. Under the request of the country to promote the construction of a conservation-oriented society, how to implement the requirements of a conservation-oriented society at the urban level, to realize the sustainable growth of the city, and to create a rich urban life have become very urgent. Therefore, this paper takes the urban block as the basic research object, starting from the actual problems reflected in the current district construction, combining the domestic and foreign related construction experience, puts forward the urban block construction planning under the small scale. By comparing the advantages and disadvantages of the current "big roads, big neighborhoods" with "small ones, small neighborhoods", it shows that land use, infrastructure construction, traffic environment optimization, The unique advantages of small scale blocks in terms of urban vitality and soil value promotion are discussed, and the planning principles and construction strategies are discussed preliminarily. Through the study of urban block planning in small-scale mode, this paper attempts to explore how to optimize urban land use, infrastructure construction and traffic environment at the level of urban block under the requirements of national construction of energy-saving society. In order to achieve the compact and intensive development of the city, optimize the function layout of the city, put people first and promote the vitality of the city, the sustainable design of urban vitality and land value enhancement can be carried out in order to achieve the compact and intensive development of the city.
