基于新型城镇化的资阳市土地利用综合评价

【摘要】：改革开放三十多年来，我国城镇化速度不断加快，到2012年底城镇化率已经达到百分之五十以上。但随着城镇的快速发展，土地利用中的矛盾也不断涌现，如生态环境被破坏、耕地不断减少或被侵占、城镇交通拥堵、基础设施严重不足、城市服务业发展滞后、住房紧张、房屋空置率攀升和城市内涝等问题。这些问题均从不同角度影响了我国土地利用效率并且制约了单位面积土地产出率的提升。国家日前提出发展新型城镇化，正是要在加速城镇化发展的同时，尽量避免以往盲目开发建设情况的出现。本文将研究重点放在新型城镇化理念下土地利用评价体系的构建，并运用该体系对资阳市土地利用进行了评价。通过对比众多学者的研究成果发现，影响土地利用评价的因素有很多，而基于新型城镇化理念构建的土地利用评价系统目前来说还较为少见。首先，论文在阐述和分析国内外相关研究基础上，结合新型城镇化理论中所涉及到的各主要因素和过往发展中所总结的经验教训，得出了基于新型城镇化的土地利用评价因子。通过对新型城镇化中土地利用评价因子的分析归类，将新型城镇化的土地利用评价因子归为人性化因子、生态化因子、集约化因子、高效化因子等四类。然后，运用AHP法（层次分析法）确定了新型城镇化下土地利用评价体系中各指标权重。最后，运用该指标体系对资阳市土地利用情况进行了评价，得出了资阳市城镇化进程中与新型城镇化要求的差距与不足，，并针对资阳市土地利用中存在的问题，提出了具体的对策和建议。
[Abstract]:Since the reform and opening up for more than thirty years, the speed of urbanization in China has been accelerating. By the end of 2012, the urbanization rate has reached over fifty percent. However, with the rapid development of the cities and towns, the contradictions in the land use are constantly emerging, such as the destruction of the ecological environment, the continuous reduction or invasion of the cultivated land, the traffic congestion in cities and towns, the serious shortage of infrastructure, and the serious shortage of infrastructure in cities and towns. The development of the service industry is lagging behind, the housing tension, the rising housing vacancy rate and the urban waterlogging. All these problems have affected the efficiency of land use in China from different angles and restricted the promotion of land output per unit area. The state has proposed to develop a new type of urbanization, which is to accelerate the development of urbanization and try to avoid the past. This paper focuses on the construction of land use evaluation system under the new concept of urbanization, and uses this system to evaluate the land use in Ziyang.
By comparing the research results of many scholars, there are many factors affecting the land use evaluation, and the land use evaluation system based on the new urbanization concept is still relatively rare. First, the thesis is based on the exposition and analysis of domestic and foreign related research, and the main factors involved in the new urbanization theory. The land use evaluation factor based on the new urbanization is drawn from the experience and lessons learned in the development of the new urbanization. Through the analysis and classification of the evaluation factors of the land use in the new urbanization, the land use evaluation factors of the new urbanization are classified into four categories, such as humanization factor, ecological factor, intensive factor, and high efficiency factor. After that, the AHP method (analytic hierarchy process) was used to determine the weight of each index in the land use evaluation system under the new urbanization. Finally, the index system was used to evaluate the land use situation in Ziyang, and the difference and shortage between the urbanization and the new urbanization in Ziyang were obtained, and the existence of the land utilization in Ziyang was found. Some specific countermeasures and suggestions are put forward.
