三维地理信息技术在城乡规划管理中的应用与研究

【摘要】:随着城乡规划建设的飞速发展,城乡规划正面临着从静态规划向动态规划转变,对城乡规划管理工作的要求也越来越高,在新形势下,如何通过科学的信息化技术手段辅助城乡规划管理工作,以进一步提升规划管理水平,提高行政效能建设,推进规范化服务型政府建设,是规划管理人员需要重点思考和研究的问题。同时,也对改善人居环境,提升城市品质,构建城市特色,实现城乡规划建设的可持续发展有着极其重要的意义。 本文从研究城乡规划管理信息化的关键技术着手,全面、系统地介绍了城乡规划管理信息化的关键技术、应用方法、最新理论与发展趋势,结合三维地理信息技术在城乡规划管理中的应用,重点讨论了城乡规划管理信息系统、规划业务办公系统、三维规划辅助审批系统的应用研究以及规划公众参与和信息化管理。对各个系统建设的背景、目标、内容、总体构架、功能设计和应用等方面进行了探讨,同时对信息化建设在城乡规划管理应用上的一些经验和教训进行了总结。 本文的创新之处体现在: 1.以传统的二维规划管理信息数据为基础,以三维辅助审批规划管理和三维可视化为突破口,建立一个虚拟的立体建筑形态和环境,以动态和交互的方式对城乡规划、建筑形态及景观进行全方位的审视和评估,从而为城乡规划管理提供决策依据,以解决目前规划管理中“怎么建”以及“建什么”,逐步实现城乡规划管理的科学性和民主性。 2.打破传统的指标数据控制规划管理,积极推行建筑形态和指标数据控制相结合的三维规划管理,优化完善成都市城乡规划管理信息系统,实现城乡建筑形态和指标控制有机融合的三维规划管理体系。
[Abstract]:With the rapid development of urban and rural planning and construction, urban and rural planning is facing the transition from static planning to dynamic planning. How to assist urban and rural planning and management through scientific information technology means, in order to further improve the level of planning management, improve administrative efficiency construction, promote the construction of standardized service-oriented government, Planning managers need to focus on thinking and research. At the same time, it is of great significance to improve the living environment, improve the quality of the city, construct the characteristics of the city and realize the sustainable development of the urban and rural planning and construction. In this paper, the key technologies, application methods, latest theories and development trends of urban and rural planning and management informatization are introduced comprehensively and systematically from the point of view of studying the key technologies of urban and rural planning and management informatization. Combined with the application of 3D geographic information technology in urban and rural planning management, this paper mainly discusses the application of urban and rural planning management information system, planning business office system, three-dimensional planning auxiliary approval system, planning public participation and information management. The background, goal, content, general framework, function design and application of each system construction are discussed, and some experiences and lessons of informatization construction in urban and rural planning and management application are summarized. The innovations of this paper are as follows: 1. Based on the traditional two-dimensional planning management information data, taking three-dimensional auxiliary examination and approval planning management and three-dimensional visualization as the breakthrough point, a virtual three-dimensional architectural form and environment is established, and the urban and rural planning is planned in a dynamic and interactive manner. The architectural form and landscape are examined and evaluated in all directions, so as to provide decision basis for urban and rural planning and management, so as to solve the problems of "how to build" and "what to build" in current planning and management, and gradually realize the scientific and democratic nature of urban and rural planning and management. 2. Break through the traditional planning management of index data control, actively promote the three-dimensional planning management which combines the building form and the index data control, optimize and perfect the Chengdu urban and rural planning management information system, Three-dimensional planning and management system to realize the organic integration of urban and rural architectural form and index control.
