【摘要】：进入二十一世纪以来，随着改革开放的不断深入，中国的城市化进程大大加快，城镇化也得到迅猛发展。近几年，面对社会整体格局中的产业结构的调整、产权结构的明晰、经济体制的转型和城镇发展快速扩张等诸多因素的变化和影响，城市规划管理日益成为一门专门性、专业性的学科，同时作为一种行政手段而发挥了不可替代的作用。但是，用辩证的视角来看，任何事物的发展都具有两面性，城市规划管理同样如此——即城市建设与经济、社会、文化、生态之间的矛盾也日益凸显。一方面，传统城市规划调控对象的日益复杂，导致城市规划管理难度日益增大；另一方面，伴随着市场经济的不断发展，各种利益冲突的表面化，日趋多元化的行为主体要求直接或间接增加城市规划和城市建设的透明度。因此，城市规划中公众参与的问题成为规划界普遍关注和讨论的问题。本文通过对城市规划公众参与问题的研究，重点分析了城市规划公众参与存在的问题，并提出了相应的对策和建议。希望对地方政府城市规划众的公众参与有所启示。本文共分四个部分：第一部分，阐述了城市规划公众参与的基本理论。论述了城市规划公众参与的内涵及意义。第二部分，阐述了我国地方政府城市规划公众参与的现状和存在的问题。介绍了我国地方政府城市规划公众参与的发展历程，城市规划公众参与的主要形式，分析了规划公众参与存在的问题和产生的原因和一些具体做法和实践经验。第三部分，阐述了国外城市规划公众参与的经验做法及启示。选取以美英等国家为代表的西方发达国家公众参与城市规划的模式及经验做法，分析了国外城市规划公众参与的特点，，总结了国外城市规划公众参与经验做法对我国的启示作用。第四部分，阐述了我国现今地方政府管理中城市规划公众参与的对策。如建立健全公众参与制度；完善公众参与机制；加强政务公开和规划宣传；加强公众城市规划素质的教育；提高规划设计人员的素质；深化公众参与积极性，强化规划监督职能及管理作用等。
[Abstract]:Since the 21 century, with the deepening of reform and opening up, China's urbanization has been greatly accelerated, urbanization has also been rapid development. In recent years, in the face of the adjustment of industrial structure in the overall pattern of society, the clarity of property structure, the transformation of economic system and the rapid expansion of urban development and other factors, urban planning management has become a special subject. Professional discipline, as an administrative means, has played an irreplaceable role. However, from the dialectical point of view, the development of everything has two sides, and so is urban planning management-that is, the contradiction between urban construction and economy, society, culture and ecology is increasingly prominent. On the one hand, with the increasing complexity of traditional urban planning control objects, it is increasingly difficult to manage urban planning; on the other hand, with the continuous development of market economy, various conflicts of interest become superficial. Increasingly diversified actors require direct or indirect transparency in urban planning and urban construction. Therefore, the issue of public participation in urban planning has become a common concern and discussion in the planning community. Based on the study of public participation in urban planning, this paper analyzes the problems of public participation in urban planning, and puts forward the corresponding countermeasures and suggestions. The author hopes to enlighten the public participation of local government in urban planning. This paper is divided into four parts: the first part expounds the basic theory of public participation in urban planning. This paper discusses the connotation and significance of public participation in urban planning. The second part, elaborated our country local government urban planning public participation present situation and the existence question. This paper introduces the development course of public participation in urban planning of local government in China, the main forms of public participation in urban planning, and analyzes the problems and causes of public participation in urban planning, as well as some concrete practices and practical experiences. The third part expounds the experience and enlightenment of public participation in urban planning abroad. The model and experience of public participation in urban planning in western developed countries, such as the United States and Britain, are selected, and the characteristics of public participation in urban planning abroad are analyzed. This paper summarizes the enlightening effect of the experience of public participation in urban planning in foreign countries. The fourth part, elaborated our country present local government management in the city planning public participation countermeasure. For example, establishing and perfecting the system of public participation, perfecting the mechanism of public participation, strengthening the publicity of public affairs and planning, strengthening the education of the quality of public urban planning, improving the quality of planners and designers, deepening the enthusiasm of public participation, Strengthen the function of planning supervision and management.
