城乡统筹背景下博罗县石湾镇土地使用与强度控制研究

【摘要】:作为珠三角边缘地区的中心镇,石湾镇受到三来一补企业和乡镇企业快速发展的带动,通过各村集体土地的制度创新实现了村庄建设用地就地流转,从而实现了镇村建设用地的统筹使用。石湾镇现状呈现出镇村边界模糊,镇村发展一体化的态势。但由于这种镇村建设用地的统筹使用方式为各村自下而上的自治方式,缺少镇一级自上而下的整体规划控制,因此石湾镇土地使用与开发强度控制面临严峻的考验。其现状镇村建设用地发展无序,空间增长呈现斑块化特征;土地开发极为分散、积聚效益程度低;工业用地与居住用地相互混杂,镇村空间布局结构层次性差;镇村建设用地开发强度失控。而我国目前土地使用规划与开发强度控制仅从镇区出发,缺乏城乡一体的规划思路也存在一系列问题。因此本文从城乡统筹的视角出发,探讨石湾镇的城乡土地统筹使用与开发强度整体控制,以期为石湾镇的城乡统筹发展及城乡土地合理使用提供借鉴。 本文以镇域作为城乡统筹的研究单元,运用统筹的整体思维方式对镇域内各类用地的一体化使用进行探讨。首先针对石湾镇建设用地无序发展,非建设用地破坏严重的现状,将镇域建设用地与非建设用地纳入一体研究,对石湾镇进行空间管制。在分析和叠加非建设性因素的基础上首先划定石湾镇的非建设区,其次对建设性因素进行叠加,将非建设区以外的用地划分为适宜建设区和限制建设区,并最终得到禁建区、适建区、限建区的范围和用地规模并提出各分区相应的空间管制策略,从而化解石湾镇环境保护和经济建设发展的矛盾;其次对镇域适宜建设区内的城镇建设用地与村庄建设用地的发展和开发进行一体化控制,构建一个城区和分散的城乡结合小组团的城乡空间结构,并构建镇村一体的综合性交通设施体系、居民点体系、产业用地体系及公共设施体系,从而形成镇村建设用地一体化布局;最后在镇村一体化布局基础上根据建设性空间管制要素分析所建立的经济敏感度模型,确定石湾镇镇村建设用地开发强度的总体分布趋势,,重点根据城区内旧城区、新城区及城乡结合小组团的片区特点,制定居住用地和公共设施用地的开发强度控制指标区间。从而实现镇村用地的统筹使用和整体发展。 论文结尾对实现城乡土地使用于开发强度一体化控制的政策内容和制度改革进行了探讨,包括建立石湾镇的城乡土地使用动态分期实施机制体系,并根据镇村二元的土地所有制现状,提出创新石湾镇土地流转制度,建立石湾镇镇村土地执法机制和公众参与机制。以此希望对石湾镇的土地使用与开发强度控制的内容完善、制度建设等方面的构建起到一定借鉴作用。
[Abstract]:As a central town in the border area of the Pearl River Delta, Shiwan Town is driven by the rapid development of three or one complementary enterprises and township enterprises. Through the institutional innovation of collective land in various villages, the local circulation of village construction land has been realized. Thus realizing the overall use of town and village construction land. The present situation of Shiwan Town shows the boundary of town and village is blurred and the development of town and village is integrated. However, due to the fact that the overall use of the town and village construction land is an autonomous way from the bottom to the top of each village and lacking the overall planning control from the top to the bottom of the town level, the land use and development intensity control in Shiwan Town is facing a severe test. The present situation of town and village construction land development disorder, spatial growth showing plaque characteristics; land development is extremely dispersed, low accumulation of benefits, industrial land and residential land intermingled with each other, town village spatial layout structure is poor; Town village construction land development intensity out of control. However, at present, land use planning and development intensity control in China is only based on the township, and there are also a series of problems in the lack of urban and rural planning ideas. Therefore, from the perspective of urban and rural planning, this paper probes into the overall control of urban and rural land use and development intensity in Shiwan Town, in order to provide a reference for the overall development of urban and rural areas and the rational use of urban and rural land in Shiwan Town. This paper takes the town area as the research unit of urban and rural planning, and probes into the integrated use of all kinds of land in the town area by using the overall thinking mode. In view of the disorderly development of construction land and the serious damage of non-construction land in Shiwan Town, this paper studies the spatial control of Shiwan Town by integrating construction land and non-construction land into one body. Based on the analysis and superposition of non-constructive factors, the non-construction area of Shiwan Town is delimited first, and then the constructive factors are superimposed. The land outside the non-construction area is divided into suitable construction area and restricted construction area, and finally the no-construction area is obtained. In order to resolve the contradiction between the environmental protection of Shiwan Town and the development of economic construction, the scope and the scale of land use in the suitable area and the limited construction area are put forward and the corresponding space control strategies of each district are put forward. Secondly, it controls the development and development of the urban construction land and the village construction land in the suitable construction area of the town area, and constructs the urban-rural spatial structure of a city area and a scattered urban-rural combination group. And build the integrated transportation facilities system, residential land system, industrial land system and public facilities system, so as to form the integrated layout of town and village construction land; Finally, on the basis of integrative layout of town and village, according to the economic sensitivity model established by constructive spatial control factor analysis, the overall distribution trend of the development intensity of construction land in Shiwan Town is determined, especially according to the old urban area in the urban area. The development intensity control index interval of residential land and public facility land is established according to the regional characteristics of the new urban area and the group of urban and rural areas. So as to achieve the overall use of town and village land and overall development. At the end of the paper, the policy content and system reform of integrated control of urban and rural land use in development intensity are discussed, including the establishment of dynamic implementation mechanism system of urban and rural land use in Shiwan Town by stages. According to the present situation of dual land ownership in town and village, this paper puts forward the innovation of land circulation system in Shiwan town and the establishment of land law enforcement mechanism and public participation mechanism in Shiwan town. In order to improve the content and system construction of land use and development intensity control in Shiwan Town.
