集中供热扩建工程安全评价与措施

【摘要】:近年来,我国城市集中供热事业迅速发展,供热形势总体良好,促进了城市经济与社会发展,改善了居民的生活条件。国家发布“十二五”规划中,要求加强城镇化管理,要把符合落户条件的农业转移人口逐步转为城镇居民作为推进城镇化的重要任务。这给当前的城市集中供热系统带来压力,集中供热扩建工程的上马势在必然。但是,部分城市集中供热管网仍存在管道老化、腐蚀严重、技术落后、浪费热能、安全事故时有发生等问题,影响了城市生产和生活秩序。论文通过设计并研究集中供热扩建工程,按照安全系统工程的方法,综合运用国内外科学的评价方法,对论文研究潜在的危险、有害因素及其危险等级与可接受程度,进行定性、定量的分析,评估研究发生危险、危害的可能性及其程度,判断其是否可被接受,并提出切实可行的、合理的对策措施,达到建设项目本质安全要求,以寻求最低事故率、最低职业危害、最少的事故损失和最优的劳动安全投资效益。同时,为各级安全监督管理部门对类似项目初步设计审查、施工建设、竣工验收和项目建成投产后的安全生产监督管理提供参考。
[Abstract]:In recent years, the urban central heating industry in China has developed rapidly, and the heating situation is generally good, which has promoted the development of urban economy and society and improved the living conditions of the residents. In the "12th Five-Year Plan" issued by the State, it is required to strengthen the management of urbanization and to gradually turn the population of agricultural transfer into urban residents, which conforms to the conditions of settling down, as an important task to promote urbanization. This brings pressure to the current urban central heating system, central heating expansion project is inevitable. However, some problems such as pipe aging, serious corrosion, technical backwardness, waste of heat energy and safety accidents still exist in some urban central heating networks, which affect the order of urban production and life. By designing and studying the extension project of central heating, according to the method of safety system engineering and using the scientific evaluation methods at home and abroad, the paper studies the potential danger, the harmful factors, the dangerous grade and the acceptable degree. To carry out qualitative and quantitative analysis, to assess the possibility and extent of hazards, to judge whether they are acceptable, and to put forward feasible and reasonable countermeasures to meet the essential safety requirements of construction projects, In order to seek the lowest accident rate, the lowest occupational hazard, the least accident loss and the optimum labor safety investment benefit. At the same time, it provides a reference for the safety supervision and management of similar projects at all levels, such as preliminary design review, construction, completion and acceptance, and supervision and management of safety production after the project is completed and put into operation.
