【摘要】：在城市规划体系中城市规划实施评估是一个非常重要的环节，规划评估能清楚认识规划的作用，形成城市规划的核心价值观，普及社会公众对城市规划的认知。现在，中国已经制订了城市规划评估相关法律法规，专家学者也做了一系列相关研究，摸索到了相关评估方法，但是由于条件的限制，目前仍不能开展全面有效的规划评估。本文尝试对通州总规实施评估的研究，希望能摸索到符合通州新城的全面有效评估的方法，并能为北京其他新城的总规评估提供借鉴价值，也为特大城市周边重要卫星城的总规评估提供经验。本文研究了一系列国内外规划评估相关理论和实践案例,对相关重要问题进行了借鉴。在有效开展总规实施评估工作前，首先要确定规划评估体系价值，要符合社会共同价值大方向，，符合社会公共利益；其次要确定评估重点。总规实施评估要体现公共政策的属性、城市物质空间的落实、城市的可持续发展，同时要加强实施机制分析。本文在借鉴国内外相关评估方法和理论基础上，根据通州的现实状况和特点，建立了通州总规实施评估框架体系，选取了指标对比评估研究方法。在通州总规实施评估分析过程中主要采用GIS技术、公众调查法、定性定量相结合的分析方法评估了通州九大专题规划，并对这些评估进行了评价与反思，最后本文对通州新城总体规划评估实施机制与修编重点进行了分析并提出有效实施总体规划的建议。
[Abstract]:In the urban planning system, urban planning implementation evaluation is a very important link. Planning evaluation can clearly understand the role of planning, form the core values of urban planning, and popularize the public understanding of urban planning. At present, China has formulated laws and regulations related to urban planning assessment, experts and scholars have also done a series of related studies, groping for the relevant evaluation methods, but due to the constraints of conditions, it is still unable to carry out comprehensive and effective planning evaluation. This paper attempts to study the implementation evaluation of Tongzhou Master Planning, hoping to find out a comprehensive and effective evaluation method in line with Tongzhou New City, and to provide reference value for the evaluation of other new cities in Beijing. It also provides experience for the evaluation of major satellite cities around megacities. This paper studies a series of domestic and international planning evaluation theory and practice cases, and relevant important issues are used for reference. Before carrying out the evaluation work effectively, we must first determine the value of the planning evaluation system, conform to the general direction of social common value and conform to the social public interest; secondly, determine the evaluation focus. The evaluation of the implementation of the master plan should reflect the attribute of public policy, the implementation of urban material space, the sustainable development of the city, and strengthen the analysis of the implementation mechanism at the same time. On the basis of the relevant evaluation methods and theories at home and abroad and according to the actual situation and characteristics of Tongzhou, this paper establishes the evaluation framework system of Tongzhou General Planning implementation, and selects the research method of comparative evaluation of indicators. In the process of evaluation and analysis of the implementation of Tongzhou Master Plan, GIS technology, public survey method and qualitative and quantitative analysis method are mainly used to evaluate the nine major thematic plans of Tongzhou, and to evaluate and reflect on these assessments. Finally, this paper analyzes the implementation mechanism and revision focus of the overall planning of Tongzhou New Town, and puts forward some suggestions for the effective implementation of the master plan.
