合村并城项目前期造价控制研究

【摘要】:改革开放三十多年来,我国经济社会进入高速发展的时期,但是这也导致了二元结构在城乡发展中的产生。这种二元结构已经严重违背了我国各方面协调统一的可持续发展原则。破除该二元结构,加快农村城市一体化关系到我们经济社会的进一步发展与稳定,与我国亿万农民生计息息相关,是关系到全面建设小康社会,实现科学发展的关键举措。本文的研究对象合村并城项目是破除城乡二元结构这一关键问题的重要方面。 本文从探讨合村并城工程项目全寿命周期的费用问题出发,建立适用于合村并城项目的全寿命周期费用前期造价控制的原理和办法。在根据所探讨出的原理和方法合理确定和有效控制工程造价,从而说明合村并城项目前期(包括投资决策、设计阶段)造价控制的重要性,加强合村并城建设项目在投资决策阶段、设计阶段的管理,从而提高合村并城项目的经济效益。 本研究主要包括以下内容:论述了合村并城建设项目的必要性和现实意义,结合目前我国城乡发展的现状与前景,针对合村并城项目的具体特点,分析了合村并城建设项目的发展的必然趋势。运用全寿命周期理论以及造价控制的理论方法,详细阐述并建立了合村并城建设项目全寿命周期费相关概念、分类、组成以及全寿命周期费用计算以及分析方法,指出了前期投资控制的影响因素和控制的关键环节。综合运用全寿命周期理论和价值工程理论,并通过实践案例验证了价值工程的方法对合村并城项目设计方案选择的有效性,最终选择了一个全寿命周期费用科学合理的方案。对我国实现城镇一体化、推行合村并城政策有很强的现实指导意义。
[Abstract]:Since the reform and opening to the outside world more than 30 years ago, China's economy and society have entered a period of rapid development, but this has also led to the emergence of dual structure in the development of urban and rural areas. This dual structure has seriously violated the principle of sustainable development in all aspects of our country. To break the dualistic structure and accelerate the integration of rural cities is related to the further development and stability of our economy and society, closely related to the livelihood of hundreds of millions of peasants in our country, and a key measure for building a well-off society in an all-round way and realizing scientific development. The research object of this paper is the project of combining villages and cities, which is an important aspect to break down the dual structure of urban and rural areas. Based on the discussion of the cost of the whole life cycle of the project, this paper sets up the principle and method of the cost control of the whole life cycle of the project. According to the principles and methods discussed above, the project cost is reasonably determined and effectively controlled, and the importance of cost control in the early stage (including investment decision, design phase) of the project is explained. To strengthen the management of the construction project in the investment decision stage and the design stage, so as to improve the economic benefit of the project. This research mainly includes the following contents: discusses the necessity and the realistic significance of the joint village and city construction project, unifies the present situation and the prospect of the urban and rural development of our country, according to the concrete characteristic of the joint village and city project, This paper analyzes the inevitable trend of the development of the construction project of the joint village and city. By using the theory of life cycle and cost control, the concept, classification, composition, calculation and analysis method of the whole life cycle cost of the construction project of village and city are elaborated and established in detail. The influencing factors and key links of investment control are pointed out. By using the theory of whole life cycle and the theory of value engineering, this paper proves the validity of the method of value engineering in the project design of village and city by practical cases, and finally chooses a scientific and reasonable project with full life cycle cost. It is of great practical significance for our country to realize the integration of cities and towns and to carry out the policy of combining villages and cities.
