江苏省城镇化质量研究

【摘要】：城镇化是一个国家或地区社会进步的重要标志。伴随我国城镇化进程的推进,城镇化过程中存在的问题日益凸显。2012年,党的十八大提出“把生态文明建设放在突出地位,努力建设美丽中国”,对城镇化建设提出新的要求。顺应这一新的发展要求,我们必须改变传统的重速度、轻质量的城市发展模式,把生态文明建设融入到城镇化发展的过程中,从总体上提升我国的城镇化质量。本文的研究思路是：首先,在综述国内外关于城镇化质量研究的基础上,确定城镇化质量评价模型,构建城镇化质量评价指标体系,利用层次分析法求取指标权重,得到江苏省城镇化质量评价结果；其次,针对评价结果对江苏省城镇化质量进行省域内部评价和东部地区横向对比分析,明确江苏省城镇化质量现状及存在的问题；最后,给出江苏省城镇化质量的提升策略。主要研究结论包括：(1)江苏省城镇化质量区域差异显著,主要表现为南北梯度差异。导致这种差异的主要原因是经济发展质量和社会发展质量的区域差异,尤其是经济发展质量区域差异很大,是形成江苏省城镇化质量空间格局的根本原因。(2)分维度来看,对城镇化质量各子系统的得分高低与城镇化质量总体水平的高低并不是一一对应的。总体而言,经济社会发展较高的地区其他子系统质量也相对较高。(3)从东部地区横向评价结果来看,江苏省城镇化质量处于较高的水平。东部地区城镇化质量省域差异显著,江苏省略低于浙江,居第二位。江苏省社会发展质量子系统处于较低的水平,其余三个子系统均处于中高水平,因此,提高社会发展质量是提升江苏省整体城镇化质量的关键。(4)从城镇化发展的可持续来看,社会经济与生态环境是一对平衡性矛盾,二者对立统一。我们不能脱离经济发展来谈生态环境保护,而是应该把后者统一到城镇化建设的过程中。生态文明建设就是在空间域上实现经济、社会和环境的协调发展,在时间域上实现经济、社会与环境的可持续发展,使文明和生态循环衍生。同时,我们要把和谐理念扩展到城镇化质量,使城镇化质量各子系统协调发展,实现“四位一体”的城镇化建设。
[Abstract]:Urbanization is an important symbol of social progress in a country or region. With the advancement of urbanization in China, the existing problems in the process of urbanization have become increasingly prominent. In 2012, the 18th National Congress of the Communist Party of China (CPC) put forward "putting the construction of ecological civilization in a prominent position and striving to build a beautiful China", which put forward new requirements for the construction of urbanization. To comply with this new development requirement, we must change the traditional urban development mode of emphasizing speed and light quality, integrate the construction of ecological civilization into the process of urbanization development, and improve the quality of urbanization in China as a whole. The research ideas of this paper are as follows: firstly, on the basis of summarizing the research on urbanization quality at home and abroad, the evaluation model of urbanization quality is established, the evaluation index system of urbanization quality is constructed, and the weight of the index is obtained by using the analytic hierarchy process (AHP). The evaluation results of urbanization quality in Jiangsu Province are obtained. Secondly, the internal evaluation of urbanization quality in Jiangsu Province and the horizontal comparative analysis of the eastern region are carried out according to the evaluation results, and the current situation and problems of urbanization quality in Jiangsu Province are clarified. The strategy of improving the quality of urbanization in Jiangsu Province is given. The main conclusions are as follows: (1) there are significant regional differences in urbanization quality in Jiangsu Province, mainly showing the difference between north and south gradient. The main reason for this difference is the regional difference between the quality of economic development and the quality of social development, especially the regional difference of the quality of economic development, which is the fundamental reason for forming the spatial pattern of urbanization quality in Jiangsu Province. The score of each subsystem of urbanization quality and the overall level of urbanization quality are not one-to-one correspondence. Overall, the quality of other subsystems in areas with higher economic and social development is also relatively high. (3) from the results of horizontal evaluation in the eastern region, the quality of urbanization in Jiangsu Province is at a higher level. The quality of urbanization in the eastern region is significantly different in the province, Jiangsu Province is slightly lower than Zhejiang Province, ranking second. The social development quality subsystem of Jiangsu Province is at a low level, and the other three subsystems are all in the middle and high level. Therefore, improving the quality of social development is the key to improve the overall urbanization quality of Jiangsu Province. (4) from the perspective of the sustainable development of urbanization, Social economy and ecological environment are a pair of balanced contradictions, the two unity of opposites. We should not talk about ecological environment protection without economic development, but should unify the latter into the process of urbanization. The construction of ecological civilization is to realize the coordinated development of economy, society and environment in the space domain, and to realize the sustainable development of economy, society and environment in the time domain. At the same time, we should extend the concept of harmony to the quality of urbanization, make the subsystems of quality of urbanization develop harmoniously, and realize the construction of urbanization with "four in one".
